4\u670829\u65e5\uff0c\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\uff08CNEUCN\uff09\u7ec4\u7ec7\u53ec\u5f00\u79d1\u5b66\u59d4\u5458\u4f1a\u7b2c\u4e00\u6b21\u4f1a\u8bae\uff0c\u4e3a\u6d3b\u52a8\u62c9\u5f00\u5e8f\u5e55\u3002\u7531\u4e8e\u6b27\u6d32\u548c\u4e2d\u56fd\u4e13\u5bb6\u7684\u5730\u7406\u4f4d\u7f6e\u4e0d\u540c\uff0c\u8be5\u4f1a\u8bae\u4ee5\u201c\u7ebf\u4e0a\u4f1a\u8bae\u201d\u7684\u5f62\u5f0f\u4e3e\u884c\u3002<\/p>\n\n\n\n

On April 29th China Europe Carbon Neutral (CNEUCN) organized the first meeting of its Scientific Committee to kick off the activities. <\/p>\n\n\n\n

The meeting was hold \u201conline\u201d due to the various geographical location of the European and Chinese experts. <\/p>\n\n\n\n

\u79d1\u5b66\u59d4\u5458\u4f1a\u7531\u6765\u81ea\u673a\u5173\u3001\u673a\u6784\u3001\u4ea7\u4e1a\u5355\u4f4d\u3001\u5b66\u672f\u5355\u4f4d\u548c\u793e\u4f1a\u56e2\u4f53\u7684\u4e13\u5bb6\u4e0e\u5b66\u8005\u7ec4\u6210\uff0c\u79d1\u5b66\u59d4\u5458\u4f1a\u7684\u6210\u5458\u5747\u6765\u81ea\u4e8e\u6b27\u6d32\u548c\u4e2d\u56fd\u78b3\u4e2d\u548c\u76f8\u5173\u7684\u9886\u57df\u3002<\/p>\n\n\n\n

The Committee is a selected group of high-profile experts from institutions, stakeholder network organizations representing industry, research and civil society.<\/p>\n\n\n\n

Members\u2019 experience represents major the scientific disciplines for decarbonization related sectors in Europe and China. <\/p>\n\n\n\n

\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\uff08CNEUCN\uff09\u9996\u5e2d\u6267\u884c\u5b98\u517c\u59d4\u5458\u4f1a\u79d8\u4e66\u957f\u9a6c\u6653\u5229 Massimo Bagnasco \u5148\u751f\u5728\u5f00\u5e55\u81f4\u8f9e\u4e2d\u5f3a\u8c03\u4e86\u8be5\u59d4\u5458\u4f1a\u7684\u72ec\u7279\u6027\uff0c\u8fd9\u8981\u5f52\u529f\u4e8e\u5176\u4ee3\u8868\u6b27\u6d32\u548c\u4e2d\u56fd\u8131\u78b3\u76f8\u5173\u9886\u57df\u4e3b\u8981\u79d1\u5b66\u5b66\u79d1\u7684\u6210\u5458\u7684\u591a\u6837\u5316\u548c\u534f\u540c\u80cc\u666f\u3002<\/p>\n\n\n\n

Along his opening remarks, Massimo Bagnasco, CNEUCN CEO and Secretary General of the Committee, underlined the uniqueness of this council thanks to the variegated and synergic background of its members who represent major the scientific disciplines for decarbonization related sectors in Europe and China. <\/p>\n\n\n\n

\u540c\u65f6\uff0c\u4ed6\u8fd8\u91cd\u7533\u4e86\u59d4\u5458\u4f1a\u7684\u4f7f\u547d\u662f\u4f5c\u4e3a\u4e00\u4e2a\u77e5\u8bc6\u50a8\u5907\u5e93\uff0c\u5e76\u4f5c\u4e3a\u667a\u5e93\u7ec4\u7ec7\u4e3a\u76f8\u5173\u9886\u57df\u7684\u653f\u7b56\u5236\u5b9a\u3001\u4ea7\u4e1a\u7684\u5347\u7ea7\u548c\u8f6c\u578b\u63d0\u4f9b\u6307\u5bfc\u548c\u8f85\u52a9\uff0c\u4e3a\u5171\u540c\u8fbe\u6210\u4e2d\u56fd\u7684\u78b3\u4e2d\u548c\u76ee\u6807\u800c\u52aa\u529b\u3002\u5728\u6b64\u57fa\u7840\u4e0a\uff0c\u8fd8\u5305\u542b\u5bf9\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\u7684\u77e5\u8bc6\u578b\u6d3b\u52a8\u7684\u76d1\u7763\u548c\u54a8\u8be2\u8d1f\u8d23\u3002<\/p>\n\n\n\n

He reminded the Committee\u2019s mission to operate as a think tank which gives constructive guidelines to policy makers and stakeholders about China\u2019s path towards carbon neutrality target. It is also responsible for the supervision and advisory of the China Europe Carbon Neutral knowledge-based activities.<\/p>\n\n\n\n

\u5728\u70ed\u70c8\u7684\u8ba8\u8bba\u4e2d\uff0c\u6210\u5458\u4eec\u8868\u793a\uff0c\u4ed6\u4eec\u63d0\u8bae\u7684\u76ee\u6807\u548c\u884c\u52a8\u5e94\u81f4\u529b\u4e8e\uff1a<\/p>\n\n\n\n

-\u5206\u6790\u5b9e\u65bd\u4e2d\u671f\u6d3b\u52a8\u7684\u653f\u7b56\u6846\u67b6\u3002<\/p>\n\n\n\n

-\u5bf9\u4e2d\u56fd\u548c\u6b27\u6d32\u57ce\u5e02\u7684\u6700\u4f73\u5b9e\u8df5\u8fdb\u884c\u6bd4\u8f83\u7814\u7a76\u3002<\/p>\n\n\n\n

-\u68c0\u67e5\u6b27\u6d32\u548c\u4e2d\u56fd\u7684\u78b3\u4e2d\u548c\u6218\u7565\u4e4b\u95f4\u7684\u4e92\u8865\u6027\uff0c\u770b\u770b\u54ea\u91cc\u53ef\u4ee5\u8fdb\u884c\u5408\u4f5c\uff0c\u56e0\u6b64\u6709\u5fc5\u8981\u5c06\u957f\u671f\u8ba1\u5212\u5206\u89e3\u4e3a\u77ed\u671f\u8ba1\u5212\uff0c\u5e76\u76f8\u4e92\u5b66\u4e60\u3002<\/p>\n\n\n\n

-\u786e\u5b9a\u4e00\u4e2a\u8bd5\u70b9\u5730\u533a\uff0c\u4e0e\u5f53\u5730\u653f\u5e9c\u5408\u4f5c\uff0c\u5b9e\u65bd\u7814\u7a76\u65b9\u6cd5\u548c\u7ed3\u679c\u3002<\/p>\n\n\n\n

Along the vivid discussion, members said that among the aims and actions they proposed to work to:<\/p>\n\n\n\n

– Analyze the policy framework to implement medium term activities.<\/p>\n\n\n\n

– Make a comparative study research about best practice in Chinese and European cities. <\/p>\n\n\n\n

– Check the complementarity between carbon neutrality strategies in Europe and China, and see where cooperation would be available, therefore breaking down the long-term plan in to short term plan is a necessity and learn to each other.<\/p>\n\n\n\n

– Act as think tank to provide advisory to Central level and also local level institutions. <\/p>\n\n\n\n

– Identify a pilot area where, in cooperation with Local Government, implement the methodology and the outcome of the researches. <\/p>\n\n\n\n

-\u5728\u59d4\u5458\u4f1a\u8fd0\u884c\u4f1a\u8bae\u7684\u57fa\u7840\u4e0a\uff0c\u6bcf\u5e74\u7ec4\u7ec7\u4e00\u6b21\u4f1a\u8bae\uff0c\u5ba3\u4f20\u6240\u505a\u7684\u5de5\u4f5c\uff0c\u52a0\u5f3a\u5229\u76ca\u76f8\u5173\u8005\u4e4b\u95f4\u7684\u5408\u4f5c\u3002<\/p>\n\n\n\n

More specifically will be taken concrete action to: <\/p>\n\n\n\n

– Consolidate the links and cooperation between present China – Europe initiatives.<\/p>\n\n\n\n

– Facilitate the design and implementation of joint services between institutional and private entities in China and Europe.<\/p>\n\n\n\n

– Expand the support offered to government, academia, R&D organizations and industry, in the Chinese market.<\/p>\n\n\n\n

– On top of the operation meetings of the Committee, organize a yearly conference to disseminate the work done and enhance the cooperation among the stakeholders. <\/p>\n\n\n\n

To conclude the session, Massimo Bagnasco stressed that: \u201cClosely cooperating together, we (the Scientific Committee), can provide the unique “tailor made\u201d result, done by the best professionals and scholars from each sector, which is needed for each individual location and matter. The method we apply can be one, but the solutions are always different!<\/em>\u201d <\/p>\n\n\n\n
