On 16th December, China Europe Carbon Neutral (CNEUCN) organized the second meeting of its Scientific Committee with the participation of a selected group of industries\u2019 representatives.<\/p>\n\n\n\n

The meeting was hold \u201conline\u201d due to the various geographical location of the European and Chinese experts and the persistent travel restriction and difficulties.<\/p>\n\n\n\n

\u79d1\u5b66\u59d4\u5458\u4f1a\u7531\u6765\u81ea\u673a\u5173\u3001\u673a\u6784\u3001\u4ea7\u4e1a\u5355\u4f4d\u3001\u5b66\u672f\u5355\u4f4d\u548c\u793e\u4f1a\u56e2\u4f53\u7684\u77e5\u540d\u4e13\u5bb6\u4e0e\u5b66\u8005\u7ec4\u6210\u3002<\/p>\n\n\n\n

The Scientific Committee is a selected group of high-profile experts from institutions, stakeholder network organizations representing industry, research sector and civil society.<\/p>\n\n\n\n

\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\uff08CNEUCN\uff09\u603b\u88c1\u517c\u59d4\u5458\u4f1a\u79d8\u4e66\u957f Massimo Bagnasco\u5148\u751f\u5728\u5f00\u5e55\u81f4\u8f9e\u4e2d\u5f3a\u8c03\u4e86\u8be5\u59d4\u5458\u4f1a\u7684\u72ec\u7279\u6027\uff0c\u8fd9\u8981\u5f52\u529f\u4e8e\u5176\u4ee3\u8868\u6b27\u6d32\u548c\u4e2d\u56fd\u8131\u78b3\u76f8\u5173\u9886\u57df\u4e3b\u8981\u79d1\u5b66\u5b66\u79d1\u7684\u6210\u5458\u7684\u591a\u6837\u5316\u548c\u534f\u540c\u80cc\u666f\u3002<\/p>\n\n\n\n

Along his opening remarks, Massimo Bagnasco, CNEUCN CEO and Secretary General of the Committee, underlined the uniqueness of this council thanks to the variegated and synergic background of its members who represent major experts in the scientific disciplines for decarbonization related sectors in Europe and China.<\/p>\n\n\n\n

\u540c\u65f6\uff0c\u4ed6\u8fd8\u91cd\u7533\u4e86\u59d4\u5458\u4f1a\u7684\u4f7f\u547d\u662f\u4f5c\u4e3a\u4e00\u4e2a\u77e5\u8bc6\u50a8\u5907\u5e93\uff0c\u5e76\u4f5c\u4e3a\u667a\u5e93\u7ec4\u7ec7\u4e3a\u76f8\u5173\u9886\u57df\u7684\u653f\u7b56\u5236\u5b9a\u3001\u4ea7\u4e1a\u7684\u5347\u7ea7\u548c\u8f6c\u578b\u63d0\u4f9b\u6307\u5bfc\u548c\u8f85\u52a9\uff0c\u4e3a\u5171\u540c\u8fbe\u6210\u4e2d\u56fd\u7684\u78b3\u4e2d\u548c\u76ee\u6807\u800c\u52aa\u529b\u3002<\/p>\n\n\n\n

\u4ed6\u5bf9 Guido Giacconi \u7684\u7a81\u7136\u79bb\u4e16\u8868\u793a\u60b2\u4f24\uff0cGuido Giacconi \u662f\u8bb8\u591a\u4e0e\u4f1a\u8005\u7684\u4eb2\u5bc6\u670b\u53cb\uff0c\u4e5f\u662f\u8bb8\u591a\u9886\u57df\u4f30\u8ba1\u7684\u4e13\u5bb6\u3002\u4ed6\u8fd8\u63d0\u8bae\u8bbe\u7acb\u4e00\u9879\u5021\u8bae\uff0c\u6bcf\u5e74\u4e3e\u529e\u4e00\u6b21\uff0c\u4ee5\u7eaa\u5ff5Guido\u3002<\/p>\n\n\n\n

Massimo\u5f3a\u8c03\uff0c\u65b0\u51a0\u75ab\u60c5\u5bf9\u516c\u53f8\u7684\u8fd0\u8425\u548c\u53d1\u5c55\u4ea7\u751f\u4e86\u4e25\u91cd\u5f71\u54cd\uff0c\u4f46\u65e0\u8bba\u5982\u4f55\uff0c\u4ef2\u6b27\u8131\u78b3\u79d1\u6280 (CNEUCN) \u7684\u5408\u683c\u5408\u4f5c\u4f19\u4f34\u6570\u91cf\u6301\u7eed\u589e\u957f\uff0c\u5e76\u57282022\u5e74\u7b7e\u7f72\u4e86\u91cd\u8981\u5408\u4f5c\u534f\u8bae\u3002<\/p>\n\n\n\n

He reminded the Committee\u2019s mission to operate as a think tank which gives constructive guidelines to policy makers and stakeholders about China\u2019s path towards carbon neutrality target. <\/p>\n\n\n\n

He expressed the sadness for the sudden loss of Guido Giacconi, close friends of many of the participants and estimated experts in many sectors. He also proposed to set up an initiative, to be host, on yearly base, in the memory of Guido. <\/p>\n\n\n\n

Massimo underlined that COVID has heavily impacted the operation and development, anyhow CNEUCN kept on growing in term of qualified partners as well as important cooperation agreement were signed along 2022.<\/p>\n\n\n\n

Along the discussion, Prof Sigfried WU presented WUPEN Cities report, whereby they have collected the climate changes sample of 13,861 of cities in the world and built spatial units in the world to monitor the city development (Global, Population), Prediction of urban rainfall and water resources, Governance of cities space, CIMAI thermal model intelligence prediction.   He summarized the major changes and challenges providing following suggestion about how to face them: <\/p>\n\n\n\n

\u4e0e\u4f1a\u8005\u5bf9\u5434\u6559\u6388\u6240\u505a\u7684\u7814\u7a76\u5de5\u4f5c\u8868\u793a\u8d5e\u8d4f\uff0c\u8fd9\u4e5f\u5c06\u6210\u4e3a\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\uff08CNEUCN\uff09\u5408\u4f5c\u4f19\u4f34\u4e3a\u57ce\u5e02\u63d0\u4f9b\u9488\u5bf9\u6027\u6280\u672f\u89e3\u51b3\u65b9\u6848\u7684\u8d77\u70b9\u3002<\/p>\n\n\n\n

\u7136\u540e\u8ba8\u8bba\u4e86\u5982\u4f55\u4fc3\u8fdb\u6765\u81ea\u4e2d\u56fd\u7684\u6280\u672f\u9700\u6c42\u4e0e\u6b27\u6d32\u65b9\u9762\u7684\u4f9b\u5e94\u4e4b\u95f4\u7684\u5bf9\u63a5\u3002<\/p>\n\n\n\n

\u4ef2\u6b27\u8131\u78b3\u79d1\u6280\uff08CNEUCN\uff09\u6536\u5230\u5927\u91cf\u8bf7\u6c42\u548c\u62a5\u4ef7\uff0c\u5728\u5408\u4f5c\u4f19\u4f34\u7684\u652f\u6301\u4e0b\uff0c\u5b83\u5c06\u8bbe\u6cd5\u8fde\u63a5\u53cc\u65b9\u7684\u6700\u4f73\u65b9\u5f0f\u3002<\/p>\n\n\n\n

Participants praised the research work done by Prof WU, which will be also very useful as staring point to provide targeted technical solution to cities by CNEUCN industries partners. <\/p>\n\n\n\n

Then it was discussed about how to contribute to the matchmaking between the technology requests coming from China and the supply from the European side. <\/p>\n\n\n\n

CNEUCN receive a lot of requests and offers then, with the partners support, it will manage the best way to connect both sides. <\/p>\n\n\n\n

\u8be5\u5c0f\u7ec4\u968f\u540e\u91cd\u70b9\u8ba8\u8bba\u4e86\u4e0e\u78b3\u8db3\u8ff9\u6807\u7b7e\u548c\u6b27\u76df\u59d4\u5458\u4f1a\u78b3\u79fb\u9664\u8ba4\u8bc1\u76f8\u5173\u7684\u6700\u65b0\u653f\u7b56\u53d1\u5c55\u3002<\/p>\n\n\n\n

11\u670830\u65e5\uff0c\u6b27\u76df\u59d4\u5458\u4f1a\u901a\u8fc7\u4e86\u4e00\u9879\u5173\u4e8e\u7b2c\u4e00\u4e2a\u6b27\u76df\u8303\u56f4\u5185\u7684\u81ea\u613f\u6846\u67b6\u7684\u63d0\u6848\uff0c\u4ee5\u53ef\u9760\u5730\u8bc1\u660e\u9ad8\u8d28\u91cf\u7684\u78b3\u79fb\u9664\u3002<\/p>\n\n\n\n

\u8be5\u63d0\u6848\u5c06\u63a8\u52a8\u521b\u65b0\u7684\u78b3\u79fb\u9664\u6280\u672f\u548c\u53ef\u6301\u7eed\u7684\u78b3\u519c\u4e1a\u89e3\u51b3\u65b9\u6848\uff0c\u5e76\u4e3a\u6b27\u76df\u7684\u6c14\u5019\u3001\u73af\u5883\u548c\u96f6\u6c61\u67d3\u76ee\u6807\u505a\u51fa\u8d21\u732e\u3002\u62df\u8bae\u7684\u6cd5\u89c4\u5c06\u663e\u7740\u63d0\u9ad8\u6b27\u76df\u91cf\u5316\u3001\u76d1\u6d4b\u548c\u9a8c\u8bc1\u78b3\u6e05\u9664\u7684\u80fd\u529b\u3002\u66f4\u9ad8\u7684\u900f\u660e\u5ea6\u5c06\u786e\u4fdd\u5229\u76ca\u76f8\u5173\u8005\u548c\u884c\u4e1a\u7684\u4fe1\u4efb\uff0c\u5e76\u9632\u6b62\u6f02\u7eff\u3002<\/p>\n\n\n\n

\u4e3a\u786e\u4fdd\u8ba4\u8bc1\u8fc7\u7a0b\u7684\u900f\u660e\u5ea6\u548c\u53ef\u4fe1\u5ea6\uff0c\u8be5\u63d0\u6848\u5236\u5b9a\u4e86\u78b3\u79fb\u9664\u72ec\u7acb\u9a8c\u8bc1\u89c4\u5219\uff0c\u4ee5\u53ca\u8ba4\u53ef\u53ef\u7528\u4e8e\u8bc1\u660e\u7b26\u5408\u6b27\u76df\u6846\u67b6\u7684\u8ba4\u8bc1\u8ba1\u5212\u7684\u89c4\u5219\u3002<\/p>\n\n\n\n

The group then focused the discussion on recent policy development related to carbon footprint label and European Union Commission certification of carbon removals.<\/p>\n\n\n\n

On 30\/11 European Commission adopted a proposal for a first EU-wide voluntary framework to reliably certify high-quality carbon removals. <\/p>\n\n\n\n

The proposal will boost innovative carbon removal technologies and sustainable carbon farming solutions, and contribute to the EU’s climate, environmental and zero-pollution goals. The proposed regulation will significantly improve the EU’s capacity to quantify, monitor and verify carbon removals. Higher transparency will ensure trust from stakeholders and industry, and prevent greenwashing. <\/p>\n\n\n\n

To ensure the transparency and credibility of the certification process, the proposal sets out rules for the independent verification of carbon removals, as well as rules to recognize certification schemes that can be used to demonstrate compliance with the EU framework. <\/p>\n\n\n\n

\u5728\u6210\u5458\u4eec\u7684\u5206\u4eab\u4f53\u9a8c\u73af\u8282\uff0cGiuseppe Roma\u6559\u6388\u4ecb\u7ecd\u4e86\u4ed6\u5173\u4e8e\u7535\u5b50\u5546\u52a1\u589e\u957f\u5c06\u5bf9\u589e\u52a0\u914d\u9001\u76f8\u5173\u78b3\u6392\u653e\u91cf\u4ea7\u751f\u5de8\u5927\u5f71\u54cd\u7684\u7814\u7a76\u3002<\/p>\n\n\n\n

\u5728\u53d1\u8fbe\u56fd\u5bb6\uff0c\u4e09\u5206\u4e4b\u4e8c\u7684\u6d88\u8d39\u8005\u610f\u8bc6\u5230\u9001\u8d27\u5bf9\u73af\u5883\u7684\u5f71\u54cd\uff0c37% \u7684\u5ba2\u6237\u613f\u610f\u4e3a\u5728\u6574\u4e2a\u9001\u8d27\u548c\u5305\u88c5\u8fc7\u7a0b\u4e2d\u66f4\u73af\u4fdd\u7684\u4ea7\u54c1\u652f\u4ed8\u66f4\u591a\u8d39\u7528\u3002\u6700\u540e\uff0c\u4ed6\u63d0\u4f9b\u4e86\u5e02\u533a\u96f6\u78b3\u914d\u9001\u533a (ZCDZ) \u6218\u7565\u8ba1\u5212\u7684\u8be6\u7ec6\u884c\u52a8\u6e05\u5355\u3002<\/p>\n\n\n\n

Along the members\u2019 sharing experience time, Prof Giuseppe Roma introduced his research about the E-Commerce growth will have a huge impact increasing the delivery related carbon emission. <\/p>\n\n\n\n

Two third of the consumers, in the advanced country, are aware about the environmental impact of the delivery, and 37% of the customers would pay more to have products which are more environmental friendly in their entire delivery and packing process. He closed providing the detailed list of actions for a Zero Carbon Delivery Zone (ZCDZ) strategic plan in the urban area. <\/p>\n\n\n\n
