Countries that apply the EU ETS or that are linked to it will be excluded from the CBAM.<\/p>\n\n\n\n<p>While the CBAM is phased in, free allocation of allowances under the EU ETS will be gradually phased out<\/p>\n\n\n\n<p>over a nine-year period (from 2026 to 2034).<\/p>\n\n\n\n<p>\u5206\u9636\u6bb5\u5b9e\u65bd\u8ba1\u5212\u5c06\u9075\u7167\u5982\u4e0b\u7684\u6b65\u9aa4\uff1a<\/p>\n\n\n\n<p>The implementation will happen in stages:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u8fc7\u6e21\u671f\uff1a\u4ece2023\u5e7410\u67081\u65e5\u52302025\u5e7412\u670831\u65e5\uff0c\u6bcf\u5b63\u5ea6\u7684\u62a5\u544a\u4e3a\u5f3a\u5236\u6027\u7684\u5185\u5bb9\u3002<\/li>\n\n\n\n<li>Transition period: mandatory quarterly reporting, from the 1<sup>st<\/sup>&nbsp;of October 2023 till the 31<sup>st<\/sup>&nbsp;of December 2025<\/li>\n\n\n\n<li>\u8fc7\u6e21\u671f\u540e\uff1a\u4ece2026\u5e741\u67081\u65e5\u5f00\u59cb\uff0c\u5728\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u7684\u57fa\u7840\u4e0a\uff0c\u5f00\u59cb\u6536\u8d39\u3002<\/li>\n\n\n\n<li>Post-transition period: mandatory payments, starting the 1st of January in 2026;&nbsp;<\/li>\n\n\n\n<li>\u5168\u9762\u5b9e\u65bd\uff1a\u4ece2035\u5e74\u5f00\u59cb\uff0c\u5c06\u9010\u6b65\u53d6\u6d88\u514d\u8d39\u7684\u6b27\u6d32\u78b3\u4ea4\u6613\u6392\u653e\u914d\u989d\u3002<\/li>\n\n\n\n<li>Full implementation: phasing out of free ETS allowances, starting in 2035.<\/li>\n<\/ul>\n\n\n\n<p>\u6839\u636e\u521a\u521a\u51fa\u53f0\u7684\u78b3\u8fb9\u5883\u8c03\u6574\u6307\u5357\uff0c\u5bf9\u4e8e\u76d1\u7ba1\u6846\u67b6\u7684\u5168\u9762\u7ec6\u5219\u5c1a\u672a\u6572\u5b9a\uff0c\u76f8\u5173\u610f\u89c1\u7684\u5f81\u96c6\u5c06\u6301\u7eed\u52307\u670811\u65e5\u3002<\/p>\n\n\n\n<p>CBAM guidelines just came out, the comprehensive definition of the regulatory framework is not fully completed up to date and a call for comments is open till July 11<sup>th<\/sup>.&nbsp;<\/p>\n\n\n\n<p>\u76ee\u524d\uff0c\u6211\u4eec\u7684\u56e2\u961f\u548c\u5408\u4f5c\u4f19\u4f34\u6b63\u79ef\u6781\u53c2\u4e0e\u78b3\u8fb9\u5883\u8c03\u6574\u673a\u5236\u7684\u63a8\u8fdb\u5de5\u4f5c\uff0c\u5e76\u5728\u653f\u7b56\u7684\u6572\u5b9a\u8fc7\u7a0b\u4e2d\u63d0\u4f9b\u5b9d\u8d35\u610f\u89c1\uff0c\u529b\u6c42\u8ba9\u65b0\u51fa\u53f0\u7684\u8c03\u6574\u6307\u5357\u80fd\u591f\u5177\u6709\u8db3\u591f\u7684\u843d\u5730\u6027\uff0c\u5b9e\u7528\u6027\u3002<\/p>\n\n\n\n<p>Our guidelines.<\/p>\n\n\n\n<p>\u4e3a\u5e94\u5bf9\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u6240\u5e26\u6765\u7684\u6311\u6218\uff0c\u6211\u4eec\u5efa\u8bae\u4f01\u4e1a\u505a\u597d\u76f8\u5173\u7684\u6218\u7565\u3001\u7b56\u7565\u4e0a\u7684\u51c6\u5907\u5de5\u4f5c\u3002<\/p>\n\n\n\n<p><strong>Companies are recommended to prepare well with a strategy to comply with CBAM<\/strong>.&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li>\u5bf9\u8be5\u673a\u5236\u7684\u5177\u4f53\u7ed3\u6784\uff0c\u7ec4\u6210\u90e8\u5206\u505a\u597d\u5145\u5206\u7684\u7814\u7a76\u51c6\u5907\u5de5\u4f5c\uff0c\u5e76\u7ed3\u5408\u81ea\u8eab\u5b9e\u9645\u751f\u4ea7\u60c5\u51b5\uff0c\u5f00\u53d1\u5bf9\u5e94\u7684\u9884\u4f30\u9884\u6d4b\u6a21\u578b\u3002<\/li>\n<\/ol>\n\n\n\n<p>Exploratory and preliminary analysis of the structure and expected implementation models and customization of the methodology;<\/p>\n\n\n\n<ul a clear methodology for the measurement, accounting and reporting with definition of relevant KPIs,&nbsp;&nbsp;parametrization and streamlining of key processes, relevant for the CBAM will be needed.
