{"id":3564,"date":"2023-11-03T12:37:40","date_gmt":"2023-11-03T04:37:40","guid":{"rendered":"https:\/\/chinaeucn.com\/?p=3564"},"modified":"2025-04-23T16:52:58","modified_gmt":"2025-04-23T08:52:58","slug":"insight-voluntary-greenhouse-gas-emission-reduction-trading-regulation-trial","status":"publish","type":"post","link":"https:\/\/chinaeucn.com\/zh\/insight-voluntary-greenhouse-gas-emission-reduction-trading-regulation-trial\/","title":{"rendered":"Insight |\u00a0Voluntary Greenhouse Gas Emission Reduction Trading Regulation (Trial)"},"content":{"rendered":"<p><strong>\u89e3\u8bfb\u300a\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\u7ba1\u7406\u529e\u6cd5\uff08\u8bd5\u884c\uff09\u300b<\/strong><\/p>\n\n\n\n<p>\u4e3a\u8fdb\u4e00\u6b65\u89c4\u8303\u5168\u56fd\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\uff0c\u4ee5\u63a8\u52a8\u5b9e\u73b0\u78b3\u8fbe\u5cf0\u548c\u78b3\u4e2d\u548c\u76ee\u6807\uff0c\u751f\u6001\u73af\u5883\u90e8\u8054\u5408\u56fd\u5bb6\u5e02\u573a\u76d1\u7ba1\u603b\u5c40\u5df2\u7ecf\u4fee\u8ba2\u4e86\u539f\u6709\u7684\u300a\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\u7ba1\u7406\u6682\u884c\u529e\u6cd5\u300b\u5e76\u5236\u5b9a\u4e86\u65b0\u7684\u300a\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\u7ba1\u7406\u529e\u6cd5\uff08\u8bd5\u884c\uff09\u300b\u3002\u6b64\u4e3e\u662f\u4e3a\u4e86\u786e\u4fdd\u51cf\u6392\u4ea4\u6613\u53ca\u76f8\u5173\u6d3b\u52a8\u7684\u5408\u89c4\u6027\u4e0e\u6709\u6548\u6027\u3002<\/p>\n\n\n\n<p>To further standardize the national voluntary greenhouse gas emissions trading, in order to promote the achievement of carbon peaking and carbon neutrality goals, the Ministry of Ecology and Environment, in conjunction with the State Administration for Market Regulation, has revised the original &#8220;Interim Measures for the Administration of Voluntary Greenhouse Gas Emissions Trading&#8221; and formulated the new &#8220;Measures for the Administration of Voluntary Greenhouse Gas Emissions Trading (Trial).&#8221; This step has been taken to ensure the compliance and effectiveness of emissions trading and related activities.<\/p>\n\n\n\n<p>\u7ecf\u8fc7\u4e3a\u671f\u4e09\u4e2a\u6708\u7684\u5f81\u6c42\u610f\u89c1\u671f\uff0c\u4e8e2023\u5e7410\u670819\u65e5\u6b63\u5f0f\u53d1\u5e03\u5e76\u5b9e\u65bd\u4e86\u65b0\u7684\u300a\u7ba1\u7406\u529e\u6cd5\u300b\uff0c10\u670824\u65e5\uff0c\u751f\u6001\u73af\u5883\u90e8\u4f9d\u636e\u8be5\u300a\u7ba1\u7406\u529e\u6cd5\u300b\u53d1\u5e03\u4e86\u300a\u5173\u4e8e\u5168\u56fd\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\u5e02\u573a\u6709\u5173\u5de5\u4f5c\u4e8b\u9879\u5b89\u6392\u7684\u901a\u544a\u300b\uff0c\u6b64\u901a\u544a\u5bf9\u300a\u7ba1\u7406\u529e\u6cd5\u300b\u7684\u4e00\u4e9b\u5177\u4f53\u89c4\u5b9a\u8fdb\u884c\u4e86\u8fdb\u4e00\u6b65\u7ec6\u5316\u4e0e\u660e\u786e\u3002\u8fd9\u4e00\u7cfb\u5217\u4e3e\u63aa\u65e8\u5728\u66f4\u597d\u5730\u7ba1\u7406\u548c\u63a8\u8fdb\u6e29\u5ba4\u6c14\u4f53\u51cf\u6392\u4ea4\u6613\uff0c\u4e3a\u5b9e\u73b0\u6211\u56fd\u78b3\u51cf\u6392\u76ee\u6807\u63d0\u4f9b\u575a\u5b9e\u7684\u6cd5\u89c4\u652f\u6301\u3002\u4e0b\u9762\u6211\u4eec\u4e5f\u5c06\u805a\u7126\u5173\u6ce8\u91cd\u70b9\uff0c\u8fdb\u884c\u89e3\u8bfb\u3002<\/p>\n\n\n\n<p>After a three-month period of soliciting opinions, the new &#8220;Regulations&#8221; were officially published and implemented on October 19, 2023. On October 24, the Ministry of Ecology and Environment, in accordance with these &#8220;Regulations,&#8221; issued a &#8220;Notice on the Arrangements for Work Related to the National Greenhouse Gas Voluntary Emissions Trading Market,&#8221; which further elaborated and clarified some specific provisions of the &#8220;Regulations.&#8221; This series of measures aims to better manage and promote greenhouse gas emissions trading and provide solid legal support for achieving China&#8217;s carbon reduction goals.&nbsp;Next, we will also focus our attention on key areas for interpretation.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u660e\u786e\u4e86\u5efa\u7acb\u5168\u56fd\u7edf\u4e00\u7684\u4ea4\u6613\u5e02\u573a\u548c\u767b\u8bb0\u673a\u6784<\/strong><strong>&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>Clarified that a national unified trading market and registration agency will be established.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>\u51cf\u6392\u4ea4\u6613\u7ba1\u7406\u529e\u6cd5\u518d\u6b21\u660e\u786e\u4e86\u751f\u6001\u73af\u5883\u90e8\u7684\u8d23\u4efb\uff0c\u5373\u8d1f\u8d23\u5efa\u7acb\u5168\u56fd\u7edf\u4e00\u7684\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u6ce8\u518c\u767b\u8bb0\u673a\u6784\u548c\u5168\u56fd\u6e29\u5ba4\u6c14\u4f53\u81ea\u613f\u51cf\u6392\u4ea4\u6613\u673a\u6784\uff0c\u540c\u65f6\u7ec4\u7ec7\u5efa\u7acb\u4e24\u4e2a\u673a\u6784\u6240\u9700\u7684\u767b\u8bb0\u7cfb\u7edf\u548c\u4ea4\u6613\u7cfb\u7edf\u3002\u56fd\u5bb6\u6838\u8bc1\u81ea\u613f\u51cf\u6392\u91cf\u4ea4\u6613\u5e73\u53f0\u7684\u7f51\u7ad9\uff08https:\/\/ccer.bjets.com.cn\uff09\u5728\u4eca\u5e748\u6708\u4efd\u5df2\u91cd\u65b0\u66f4\u65b0\u4e86\u6709\u5173CCER\u8d26\u6237\u5f00\u7acb\u3001\u6ce8\u518c\u4ee5\u53ca\u65e7\u8d26\u6237\u8f6c\u79fb\u7684\u76f8\u5173\u4fe1\u606f\u3002\u6b64\u5916\uff0c\u6ce8\u518c\u767b\u8bb0\u7cfb\u7edf\u7684\u7f51\u7ad9\uff08http:\/\/registry.ccersc.org.cn\/login.do\uff09\u4e5f\u5df2\u5bf9\u5916\u5f00\u653e\u3002\u5c3d\u7ba1\u5982\u6b64\uff0c\u76ee\u524d\u5c1a\u672a\u516c\u5e03\u4e24\u5957\u7cfb\u7edf\u7684\u5177\u4f53\u8fd0\u4f5c\u7ec6\u5219\u548c\u8d1f\u8d23\u7cfb\u7edf\u8fd0\u4f5c\u7684\u5177\u4f53\u673a\u6784\uff0c\u6682\u884c\u5904\u7406\u6ce8\u518c\u767b\u8bb0\u8d26\u6237\u76f8\u5173\u4e8b\u5b9c\u7684\u673a\u6784\u4e3a\u5317\u4eac\u7eff\u8272\u4ea4\u6613\u6240\u3002<\/p>\n\n\n\n<p>The Emission Reduction Trading Regulations reaffirm the responsibilities of the Ministry of Ecology and Environment, which include establishing a national unified registration agency for voluntary greenhouse gas emissions reduction and a national voluntary greenhouse gas emissions reduction trading organization. Additionally, the Ministry is responsible for organizing the development of the necessary registration and trading systems for these two organizations. In August of this year, the website of the National Verification Voluntary Emission Reduction Trading Platform (https:\/\/ccer.bjets.com.cn) was updated to provide information on CCER account opening, registration, and the transfer of old accounts. Furthermore, the registration system&#8217;s website (http:\/\/registry.ccersc.org.cn\/login.do) is now open to the public. However, the specific operational rules for both systems and the entities responsible for their operation have not been officially announced. The Beijing Green Exchange currently handles matters related to account registration on an interim basis.&nbsp;<\/p>\n\n\n\n<p>\u4e24\u4e2a\u673a\u6784\u548c\u4e24\u5957\u7cfb\u7edf\u7684\u8bbe\u7acb\u610f\u5473\u7740\u51cf\u6392\u91cf\u7684\u767b\u8bb0\u548c\u4ea4\u6613\u8fc7\u7a0b\u5c06\u5728\u7ba1\u7406\u673a\u6784\u548c\u6d41\u7a0b\u4e0a\u6709\u4e00\u5b9a\u7684\u533a\u5206\u3002\u9879\u76ee\u7684\u6838\u9a8c\u548c\u51cf\u6392\u91cf\u751f\u6210\u8fc7\u7a0b\u5c06\u7531\u6ce8\u518c\u767b\u8bb0\u673a\u6784\u7ba1\u7406\uff0c\u800c\u4ea4\u6613\u673a\u6784\u5c06\u627f\u62c5\u7c7b\u4f3c\u8bc1\u5238\u4ea4\u6613\u6240\u7684\u804c\u8d23\u3002<\/p>\n\n\n\n<p>\u6b64\u5916\uff0c\u672c\u6b21\u51cf\u6392\u4ea4\u6613\u7ba1\u7406\u529e\u6cd5\u5728\u7b2c\u4e03\u6761\u7b2c\u4e09\u6b3e\u65b0\u589e\u4e86\u201c\u4ea4\u6613\u673a\u6784\u5e94\u5f53\u6309\u7167\u56fd\u5bb6\u6709\u5173\u89c4\u5b9a\u91c7\u53d6\u6709\u6548\u63aa\u65bd\uff0c\u7ef4\u62a4\u5e02\u573a\u5065\u5eb7\u53d1\u5c55\uff0c\u9632\u6b62\u8fc7\u5ea6\u6295\u673a\uff0c\u9632\u8303\u91d1\u878d\u7b49\u65b9\u9762\u7684\u98ce\u9669\u201d\u7684\u89c4\u5b9a\u3002\u8fd9\u4e00\u89c4\u5b9a\u65e8\u5728\u8ba4\u8bc6\u5230\u6e29\u5ba4\u6c14\u4f53\u51cf\u6392\u9879\u76ee\u7684\u6f5c\u5728\u91d1\u878d\u5c5e\u6027\uff0c\u5e76\u5411\u8bd5\u56fe\u53c2\u4e0e\u6e29\u5ba4\u6c14\u4f53\u51cf\u6392\u4ea4\u6613\u7684\u76f8\u5173\u673a\u6784\u8868\u660e\u76d1\u7ba1\u8981\u6c42\u3002\u9274\u4e8e\u76ee\u524d\u8bc1\u5238\u548c\u91d1\u878d\u5e02\u573a\u7684\u76d1\u7ba1\u6001\u5ea6\uff0c\u5e02\u573a\u53c2\u4e0e\u8005\u5e94\u5ba1\u614e\u5bf9\u5f85\u76d1\u7ba1\u8981\u6c42\uff0c\u63d0\u9ad8\u5408\u89c4\u610f\u8bc6\u3002<\/p>\n\n\n\n<p>The establishment of two organizations and two sets of systems implies that there will be distinctions in the management and processes of emissions registration and trading. The verification and emissions reduction generation processes will be overseen by the registration agency, while the trading organization will assume responsibilities similar to those of a securities exchange.&nbsp;<\/p>\n\n\n\n<p>Furthermore, this revision of the Emission Reduction Trading Regulations, in Article 7, paragraph 3, has introduced a provision stating that &#8220;trading organizations shall take effective measures in accordance with relevant national regulations to maintain the healthy development of the market, prevent excessive speculation, and guard against financial risks.&#8221; This provision aims to recognize the potential financial aspects of greenhouse gas emissions reduction projects and convey regulatory requirements to entities seeking to participate in greenhouse gas emissions trading. According to Article 13, verification and validation organizations must provide clear affirmative or negative conclusions in their verification reports. Furthermore, as stated in Article 30, these organizations are required to comply with relevant provisions in the &#8220;Regulations on Certification and Accreditation of the People&#8217;s Republic of China&#8221; and the &#8220;Measures for the Administration of Certification Bodies&#8221; in order to be included in the supervision system of the State Administration for Market Regulation.<\/p>\n\n\n\n<p>Additionally, in accordance with Article 18 of the Emission Reduction Trading Regulations, project owners are not allowed to entrust the same verification and validation organization for emissions registration and emissions verification for the same emissions reduction project. It removes specific regulatory details and instead focuses on &#8220;supervision and inspection of authenticity and legality.&#8221; Furthermore, the management measures stipulate that ecological and environmental authorities at or above the provincial level can utilize methods such as government procurement of services to commission legally established technical service organizations to provide technical support for supervision and inspection. This paves the way for the government to hire professionals through the market in the future to address technical issues related to greenhouse gas emission reduction projects and assist in regulatory efforts. In such cases, verified voluntary emissions reductions should be canceled in the registration system.
