On April 8, 2024, the “Tianfu International Trade Promotion Lecture \u2013 EU Carbon Border Adjustment Mechanism Policy Interpretation Training Seminar” hosted by the Sichuan Council for the Promotion of International Trade and supported by the Commercial Legal Service Center of the CCPIT and the European Chamber Southwest China Chapter was successfully held in Chengdu, Sichuan. Among the distinguished speakers, Mr. Wang Zhimin, Vice President of CCPIT Sichuan Council, and Mr. Liu Chao, Vice Director of the Commercial Legal Service Center of CCPIT, Mrs Wu Yan, Deputy Division Chief of Commercial and Legal Service Centre of CCPIT, attended the meeting and delivered speeches.<\/p>\n\n\n\n

CNEUCN delivered a speech on “The Contribution and Opportunities of Chinese Enterprises in the EU’s Electrification and Decarbonization Process”. Provincial CCPIT officials, leaders of Chengdu, Mianyang, Leshan, Yibin, Meishan, Luzhou and Deyang CCPIT, more than 80 business representatives, and over 300 participants attended the meeting online.<\/p>\n\n\n\n\n\n

\u738b\u5fd7\u654f\u5148\u751f\u5728\u81f4\u8f9e\u4e2d\u5f3a\u8c03\uff0c\u6b27\u76df\u662f\u56db\u5ddd\u7b2c\u4e09\u5927\u8d38\u6613\u4f19\u4f34\uff0c2023 \u5e74\u56db\u5ddd\u51fa\u53e3\u6b27\u76df\u91d1\u989d\u8fbe 903.1 \u4ebf\u5143\u3002\u6b27\u76df\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u8986\u76d6\u7535\u529b\u3001\u6c34\u6ce5\u3001\u5316\u80a5\u3001\u94a2\u94c1\u3001\u94dd\u548c\u6c22\u516d\u4e2a\u884c\u4e1a\u3002\u4ed6\u8c08\u5230\u6b27\u76df\u5411\u9ad8\u78b3\u4ea7\u54c1\u5f81\u6536\u5173\u7a0e\uff0c\u5bf9\u56db\u5ddd\u800c\u8a00\uff0c\u5b9e\u9645\u4e0a\u662f\u4e00\u79cd\u201c\u5012\u903c\u5f0f\u201d\u7684\u52a9\u529b\u3002\u56db\u5ddd\u4f01\u4e1a\u5e94\u5c3d\u5feb\u719f\u6089\u6b27\u76df\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u76f8\u5173\u8981\u6c42\u3001\u5efa\u7acb\u78b3\u6838\u7b97\u80fd\u529b\uff0c\u786e\u4fdd\u63d0\u4ea4\u7684\u6570\u636e\u548c\u4fe1\u606f\u51c6\u786e\u3002\u540c\u65f6\uff0c\u9700\u5c3d\u65e9\u5206\u6790\u548c\u8bc4\u4f30\u6b27\u76df\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u5bf9\u73b0\u6709\u751f\u4ea7\u7ecf\u8425\u3001\u9884\u671f\u6210\u672c\u7684\u5f71\u54cd\u4ee5\u53ca\u6f5c\u5728\u98ce\u9669\uff0c\u5236\u5b9a\u51cf\u6392\u8ba1\u5212\uff0c\u51cf\u5c11\u4ea7\u54c1\u7684\u9690\u542b\u6392\u653e\u91cf\uff0c\u901a\u8fc7\u63d0\u5347\u4f01\u4e1a\u81ea\u8eab\u7684\u78b3\u51cf\u6392\u80fd\u529b\uff0c\u521b\u9020\u4f01\u4e1a\u5728\u5168\u7403\u8282\u80fd\u51cf\u6392\u8d8b\u52bf\u4e0b\u7684\u201c\u78b3\u7ade\u4e89\u529b\u201d\uff0c\u638c\u63e1\u7eff\u8272\u53d1\u5c55\u3001\u4f4e\u78b3\u7ade\u4e89\u7684\u5148\u673a\u3002<\/p>\n\n\n\n

Mr. Wang Zhimin, emphasized in his speech that EU is Sichuan\u2019s third largest trading partner, and Sichuan\u2019s exports to the EU in 2023 reached 90.31 billion yuan. The CBAM covers six industry sectors: electricity, cement, fertilizer, steel, aluminum and hydrogen. He remarked that the EU’s imposition of tariffs on high-carbon products is actually a “forced” boost to Sichuan. \u201cSichuan enterprises should familiarize yourself with the relevant requirements of the EU CBAM as soon as possible, establish carbon accounting capabilities, and ensure that the data and information submitted are accurate.\u201d At the same time, it is necessary to analyze and evaluate the impact of the CBAM on existing production and operations, expected costs, and potential risks as soon as possible, formulate emission reduction plans, reduce the implicit emissions of products, and create enterprises by improving their own carbon emission reduction capabilities. Enterprises’ “carbon competitiveness” under the global trend of energy conservation and emission reduction can seize the opportunity of green development and low-carbon competition.\u201d<\/p>\n\n\n\n\n\n

\u4e2d\u56fd\u8d38\u4fc3\u4f1a\u5546\u4e8b\u6cd5\u5f8b\u670d\u52a1\u4e2d\u5fc3\u9886\u5bfc\u5218\u8d85\u5728\u81f4\u8f9e\u4e2d\u4ecb\u7ecd\u4e86\u78b3\u8fb9\u5883\u8c03\u8282\u673a\u5236\u7684\u5386\u53f2\u7531\u6765\u4ee5\u53ca\u53d1\u5c55\u60c5\u51b5\uff0c\u9f13\u52b1\u4f01\u4e1a\uff0c\u7279\u522b\u662f\u51fa\u53e3\u4f01\u4e1a\u91cd\u89c6\u6d77\u5916\u5e02\u573a\u7684\u6cd5\u5f8b\u6cd5\u89c4\u548c\u76f8\u5173\u8d38\u6613\u653f\u7b56\uff0c\u5408\u89c4\u5408\u6cd5\u53c2\u4e0e\u56fd\u9645\u5e02\u573a\u7684\u8d38\u6613\u548c\u7ade\u4e89\u3002<\/p>\n\n\n\n

Mr. Liu Chao, leader of the Commercial Legal Service Center of CCPIT introduced the history and development of CBAM in his speech, encouraging enterprises, especially export enterprises, to pay attention to the laws and regulations of overseas markets and related trade policies, and participate in trade and competition in the international market legally.<\/p>\n\n\n\n

In the CBAM policy interpretation training session, Mrs. Wu Yan gave a detailed presentation about the CBAM mechanism and its interpretation.<\/p>\n\n\n\n

Mr. Zou Zhixi, Senior Project Manager of CNEUCN introduced “The opportunities and challenges faced by Chinese export enterprises under the CBAM policy.” Mr. Zou Zhixi mentioned in his speech: “As officials from China and EU mentioned: EU and China share a common vision, that is, the transformation to a sustainable, efficient, circular economy is necessary and feasible. This transformation will create new jobs and greater prosperity. We are at the forefront of action and can set an example for other countries.”<\/p>\n\n\n\n

“The EU market is a huge market with a population of about 450 million, and it is a relatively mature, standardized and open market. Even after 2030, it will still provide up to 60% of the market share for external players, and for those companies that locate their R&D and production plants within the EU, they will receive more opportunities and support.\u201d Was also mentioned by Zou Zhixi \u201cFor Chinese companies, the main purpose of cross-border expansion is to enter new markets to achieve diversification and maximize profits without taking on major operational, financial and market risks. Therefore, choosing the right market entry strategy depends on various factors such as the company’s resources, capabilities, market conditions and the priority of goals. “<\/p>\n\n\n\n

The EU\u2019s recently enacted Net Zero Industry Act sets a benchmark for manufacturing capabilities for strategic net zero technology products. The EU plans to reduce greenhouse gas emissions by at least 55% by 2030 compared to 1990 levels. Achieve climate-neutrality by 2050.<\/p>\n\n\n\n

The three main objectives of the ACT are:<\/p>\n\n\n\n

– Invest in production capacity for key products to ensure the EU\u2019s climate neutrality goals are achieved<\/p>\n\n\n\n

– Create a simple legal framework for a net-zero emissions industry in the EU<\/p>\n\n\n\n

– By 2030, meet 40% of the EU\u2019s internal needs with domestically produced clean technologies<\/p>\n\n\n\n

The global market for net-zero emissions technologies will be worth approximately \u20ac600 million by 2030, according to data provided by the European Commission.<\/p>\n\n\n\n

The adoption of multiple technologies is growing at an unprecedented rate, thanks in part to the EU\u2019s Net Zero Industry Act, which sets out ambitious targets to be achieved by 2030, including:<\/p>\n\n\n\n

\u2022 600 gigawatts of solar photovoltaic and solar thermal power<\/p>\n\n\n\n

\u2022 500 gigawatt wind farm<\/p>\n\n\n\n

\u2022 The collection capabilities of various types of batteries have been significantly improved, and the collection capabilities of lithium materials have increased by 80%<\/p>\n\n\n\n

\u2022 Installation of a total of 6 million heating pumps<\/p>\n\n\n\n

\u2022 Hydrogen should account for 2% of the EU energy mix, reaching 20% \u200b\u200bby 2050 (a 10-fold increase in 20 years)<\/p>\n\n\n\n

\u2022 Annual biomethane and biogas production increased by 35 billion cubic meters<\/p>\n\n\n\n

Based on the above objectives, it is clear that the market offers huge and immediate opportunities in multiple areas related to renewable energy.<\/p>\n\n\n\n
