On April 12th, the European Union Council formally ratified an updated directive concerning the energy performance of buildings. Presently, buildings are responsible for more than a third of the EU’s greenhouse gas emissions, with 85% constructed prior to 2000, and 75% of those exhibiting inadequate energy efficiency. Addressing energy efficiency in buildings is imperative for conserving energy and realizing a carbon-neutral building stock by 2050. Eurostat energy balances and the EEA Greenhouse Gas Inventory of 2023 reveal that approximately 40% of energy consumption in the EU occurs in buildings, while over a third of the EU’s energy-related greenhouse gas emissions originate from buildings, with around 80% of energy consumed in EU residences allocated to heating, cooling, and hot water.<\/p>\n\n\n\n

\u6b27\u76df\u59d4\u5458\u4f1a\u4e8e2021\u5e7412\u670815\u65e5\u4f5c\u4e3a\u201c55\u5957\u6848\u201d\u8ba1\u5212\u7684\u4e00\u90e8\u5206\uff0c\u5411\u6b27\u6d32\u8bae\u4f1a\u548c\u6b27\u76df\u7406\u4e8b\u4f1a\u63d0\u51fa\u4e86\u4fee\u8ba2\u5efa\u7b51\u80fd\u6548\u6307\u4ee4\u7684\u63d0\u6848\uff0c\u65e8\u5728\u5b9e\u73b02050\u5e74\u78b3\u4e2d\u548c\u5efa\u7b51\u5e93\u5b58\u3002 \u6839\u636e\u66f4\u65b0\u7684\u6cd5\u89c4\uff0c\u6240\u6709\u65b0\u5efa\u7b51\u5fc5\u987b\u57282030\u5e74\u524d\u5b9e\u73b0\u78b3\u4e2d\u548c\uff0c\u800c\u6574\u4e2a\u6b27\u76df\u7684\u5efa\u7b51\u5b58\u91cf\u5fc5\u987b\u57282050\u5e74\u524d\u5b9e\u73b0\u78b3\u4e2d\u548c\u3002\u5bf9\u4e8e\u975e\u4f4f\u5b85\u5efa\u7b51\uff0c\u4fee\u8ba2\u540e\u7684\u6307\u4ee4\u89c4\u5b9a\u4e86\u6700\u4f4e\u80fd\u6e90\u6027\u80fd\u6807\u51c6\uff0c\u4ee5\u9650\u5236\u6bcf\u5e74\u6bcf\u5e73\u65b9\u7c73\u7684\u4e00\u6b21\u6216\u6700\u7ec8\u80fd\u6e90\u4f7f\u7528\u91cf\u4e0a\u9650\u3002<\/p>\n\n\n\n

The EU Commission proposed a revision of the directive on energy performance of buildings to the European Parliament and the EU Council on December 15, 2021, as part of the ‘Fit for 55’ package, aimed at achieving a carbon-neutral building stock by 2050. Under the updated regulations, all new buildings must be carbon-neutral by 2030, and the entire EU building stock must achieve carbon neutrality by 2050. For non-residential buildings, the revised directive establishes minimum energy performance standards to limit the maximum amount of primary or final energy use per square meter annually.<\/p>\n\n\n\n

\u6839\u636e\u65b0\u89c4\u5b9a\uff0c\u5230 2030 \u5e74\uff0c\u6240\u6709\u975e\u4f4f\u5b85\u5efa\u7b51\u7684\u80fd\u6548\u6c34\u5e73\u5c06\u8d85\u8fc7\u80fd\u6548\u6c34\u5e73\u6700\u4f4e\u768416%\uff0c\u5230 2033 \u5e74\u5c06\u8d85\u8fc7\u80fd\u6548\u6c34\u5e73\u6700\u4f4e\u768426%\uff0c\u4ece\u800c\u9010\u6b65\u6dd8\u6c70\u80fd\u6548\u6c34\u5e73\u8f83\u4f4e\u7684\u975e\u4f4f\u5b85\u5efa\u7b51\u3002\u6210\u5458\u56fd\u53ef\u4ee5\u9009\u62e9\u5bf9\u67d0\u4e9b\u5efa\u7b51\uff0c\u5982\u5386\u53f2\u6216\u5b97\u6559\u5efa\u7b51\u6216\u519b\u65b9\u6240\u6709\u7684\u5efa\u7b51\uff0c\u514d\u4e8e\u9002\u7528\u8fd9\u4e9b\u89c4\u5b9a\u3002<\/p>\n\n\n\n

\u6b64\u5916\uff0c\u6b27\u76df\u6210\u5458\u56fd\u5fc5\u987b\u786e\u4fdd\u52302030\u5e74\u5c06\u4f4f\u5b85\u5efa\u7b51\u7684\u5e73\u5747\u4e00\u6b21\u80fd\u6e90\u6d88\u8017\u91cf\u51cf\u5c1116%\uff0c\u5230 2035 \u5e74\u51cf\u5c1120%-22%\u3002\u81f3\u5c11\u670955%\u7684\u51cf\u6392\u5e94\u901a\u8fc7\u7ffb\u65b0\u6700\u4e0d\u8282\u80fd\u7684\u5c45\u6c11\u5efa\u7b51\u5b9e\u73b0\uff0c\u91cd\u70b9\u662f\u901a\u8fc7\u6280\u672f\u548c\u8d22\u653f\u652f\u6301\u63aa\u65bd\u5e2e\u52a9\u5f31\u52bf\u5bb6\u5ead\u3002<\/p>\n\n\n\n

According to the new provisions, by 2030, all non-residential buildings will surpass the energy performance of the bottom 16%, and by 2033, the bottom 26%, leading to the gradual phasing out of poorly performing non-residential buildings. Member states have the option to exempt certain buildings, such as historical or religious structures, or those owned by the military, from these regulations.<\/p>\n\n\n\n

Additionally, EU member states must ensure that the average primary energy consumption of residential buildings is reduced by 16% by 2030 and by 20-22% by 2035. At least 55% of this reduction must be achieved through renovating the least energy-efficient residential buildings, with a focus on assisting vulnerable households through technical and financial support measures.<\/p>\n\n\n\n

To decarbonize the building sector, national renovation plans must include a roadmap to phase out fossil fuel boilers by 2040. The updated rules also mandate the installation of suitable solar energy systems in new buildings, public buildings, and existing non-residential buildings undergoing renovation, alongside provisions for sustainable mobility infrastructure, including electric vehicle charging stations, pre-cabling for future infrastructure, and bicycle parking.<\/p>\n\n\n\n

The revised directive has limited the consumption of non-renewable primary energy and has implemented a tightening minimum energy efficiency requirement. Thus, the revised directive focuses on energy efficiency and renewable energy to achieve zero-emission buildings. To be successful, it is critical to implement higher energy class ratings that align with Energy Performance of Building Directives standards to reduce energy demand and use renewable energy (e.g. photovoltaic, solar thermal and wind energy) to supply the remaining demand. <\/p>\n\n\n\n

Renovating buildings to improve energy performance not only saves energy and reduces bills, thereby alleviating energy poverty and enhancing energy independence but also enhances the health and well-being of occupants. Moreover, investments in energy efficiency stimulate economic growth and create green jobs, benefiting the EU’s construction industry, which accounts for around 9.6% of the EU’s value added and employs nearly 25 million people across 5.3 million companies, with SMEs being the primary beneficiaries. <\/p>\n\n\n\n

The EU Commission plans to review the directive by 2028 to assess progress and gained experience during its implementation.<\/p>\n\n\n\n
