China, long a major player in the global climate arena, has embarked on a strategic path to reach carbon peak by 2030 and carbon neutrality by 2060. This journey reflects the country\u2019s commitment not only to sustainable economic growth but also to taking a leadership role in combating the climate crisis.<\/p>\n\n\n\n

Through a combination of innovative policies, regulatory reforms, and technological investments, China is working to transform its energy and industrial landscape, gradually reducing its reliance on fossil fuels. This newsletter explores the progress made, the challenges that remain and how can facilitate this transition.<\/p>\n\n\n\n

\u4e2d\u56fd\u957f\u671f\u4f5c\u4e3a\u5168\u7403\u6c14\u5019\u6cbb\u7406\u7684\u91cd\u8981\u53c2\u4e0e\u8005\uff0c\u5df2\u8d70\u4e0a\u4e86\u4e00\u67612030\u5e74\u5b9e\u73b0\u78b3\u8fbe\u5cf02060\u5e74\u5b9e\u73b0\u78b3\u4e2d\u548c\u7684\u6218\u7565\u4e4b\u8def\u3002\u8fd9\u4e00\u65c5\u7a0b\u4e0d\u4ec5\u53cd\u6620\u4e86\u4e2d\u56fd\u5bf9\u53ef\u6301\u7eed\u7ecf\u6d4e\u589e\u957f\u7684\u627f\u8bfa\uff0c\u4e5f\u4f53\u73b0\u4e86\u4e2d\u56fd\u5728\u514b\u670d\u6c14\u5019\u5371\u673a\u65b9\u9762\u53d1\u6325\u9886\u5bfc\u4f5c\u7528\u7684\u51b3\u5fc3\u3002<\/p>\n\n\n\n

Achieved Results and Growing Optimism   <\/strong>\u53d6\u5f97\u7684\u6210\u679c\u65e5\u76ca\u4e50\u89c2<\/strong><\/strong><\/p>\n\n\n\n

One of China\u2019s major achievements is the deceleration of carbon emissions, accompanied by encouraging signs of an imminent peak. According to a recent report from the Centre for Research on Energy and Clean Air (CREA), 44% of climate experts believe that China will reach its CO\u2082 emissions peak by 2025, five years ahead of the stated 2030 goal.<\/p>\n\n\n\n

This acceleration is due to a combination of targeted policies, including the reduction of coal dependency, which still represents 80% of the country\u2019s fossil fuel emissions.<\/p>\n\n\n\n

China already plans to reduce its coal consumption after 2026, but this cut will surely have to be quite drastic and rapid if China wants to achieve the 2060 carbon neutrality target. But leaders’ concern about energy security, which intensified after several parts of China suffered blackouts in 2021 and 2022 and after the war in Ukraine destabilized oil supplies, had considerable consequences in the process of phasing out coal.<\/p>\n\n\n\n

Nevertheless, several energy experts argue that greater diversity in China’s energy mix and improvements to renewable energy infrastructure are effective ways to ensure energy security, without relying on coal-fired power plants.<\/p>\n\n\n\n

Nevertheless, 36% of surveyed experts believe that coal consumption has already peaked. This reflects growing confidence in China\u2019s ability to shift to cleaner energy sources, supported by increasing investments in renewable infrastructure.<\/p>\n\n\n\n

In parallel, the contribution of clean energy to China\u2019s economy is significant. In 2023, sectors such as solar panels, electric vehicles, and batteries \u2013 known as the “new three” \u2013 generated over $194 billion, representing a substantial share of GDP growth. These sectors are driving the energy transition, fostering innovation and creating skilled jobs.<\/p>\n\n\n\n

\u4e2d\u56fd\u7684\u4e3b\u8981\u6210\u5c31\u4e4b\u4e00\u662f\u78b3\u6392\u653e\u7684\u51cf\u901f\uff0c\u8fd9\u5bf9\u5373\u5c06\u5230\u6765\u7684\u78b3\u8fbe\u5cf0\u662f\u4ee4\u4eba\u9f13\u821e\u7684\u8ff9\u8c61\u3002\u6839\u636e\u80fd\u6e90\u4e0e\u6e05\u6d01\u7a7a\u6c14\u7814\u7a76\u4e2d\u5fc3\uff08CREA\uff09\u6700\u8fd1\u7684\u4e00\u4efd\u62a5\u544a\uff0c44%\u7684\u6c14\u5019\u4e13\u5bb6\u8ba4\u4e3a\u4e2d\u56fd\u7684\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u91cf\u5c06\u57282025\u5e74\u8fbe\u5230\u5cf0\u503c\uff0c\u6bd42030\u5e74\u7684\u65e2\u5b9a\u76ee\u6807\u63d0\u524d\u4e865\u5e74\u3002<\/p>\n\n\n\n

\u8fd9\u79cd\u52a0\u901f\u662f\u7531\u4e8e\u6709\u9488\u5bf9\u6027\u7684\u653f\u7b56\u76f8\u7ed3\u5408\uff0c\u5305\u62ec\u51cf\u5c11\u5bf9\u7164\u70ad\u7684\u4f9d\u8d56\uff0c\u7164\u70ad\u4ecd\u7136\u5360\u4e2d\u56fd\u5316\u77f3\u71c3\u6599\u6392\u653e\u91cf\u768480%\u3002<\/p>\n\n\n\n

\u4e2d\u56fd\u5df2\u7ecf\u8ba1\u5212\u57282026\u5e74\u540e\u51cf\u5c11\u7164\u70ad\u6d88\u8017\uff0c\u4f46\u5982\u679c\u4e2d\u56fd\u60f3\u5b9e\u73b02060\u5e74\u7684\u78b3\u4e2d\u548c\u76ee\u6807\uff0c\u8fd9\u4e00\u524a\u51cf\u5fc5\u5b9a\u975e\u5e38\u5267\u70c8\u548c\u8fc5\u901f\u3002\u4f46\u4e2d\u56fd\u9886\u5bfc\u4eba\u5bf9\u80fd\u6e90\u5b89\u5168\u7684\u62c5\u5fe7\u5728\u9010\u6b65\u6dd8\u6c70\u7164\u70ad\u7684\u8fc7\u7a0b\u4e2d\u4ea7\u751f\u4e86\u76f8\u5f53\u5927\u7684\u5f71\u54cd\uff0c\u5c24\u5176\u662f\u57282021\u5e74\u548c2022\u5e74\u4e2d\u56fd\u90e8\u5206\u5730\u533a\u906d\u9047\u505c\u7535\uff0c\u4ee5\u53ca\u4e4c\u514b\u5170\u6218\u4e89\u7834\u574f\u4e86\u77f3\u6cb9\u4f9b\u5e94\u4e4b\u540e\uff0c\u8fd9\u79cd\u62c5\u5fe7\u52a0\u5267\u4e86\u3002<\/p>\n\n\n\n

New Regulations and Strategic Policies<\/strong><\/p>\n\n\n\n

1. The First Energy Law: A Milestone<\/p>\n\n\n\n

A cornerstone of China\u2019s strategy is the National People\u2019s Congress approval of its first national energy law, which will come into effect in 2025. This regulation provides a comprehensive framework for managing energy resources and accelerating the country\u2019s green transition. The new law includes nine sections, covering general provisions, energy planning, energy development and utilization, energy market system, energy reserves and emergency response, energy science and technology innovation, supervision and management, legal liabilities, and supplementary provisions.  <\/p>\n\n\n\n

Key provisions include: <\/p>\n\n\n\n

– Priority for Renewable Energy: The law encourages the use of hydroelectric, solar, wind, and hydrogen energy, gradually reducing dependence on fossil fuels. <\/p>\n\n\n\n

– Carbon Control System: It introduces a mechanism to regulate both the intensity and total volume of CO\u2082 emissions, promoting a balanced approach to emission reductions. <\/p>\n\n\n\n

– Green Electricity Certification: This system aims to encourage the use of renewable energy by businesses and institutions, rewarding more sustainable choices.<\/p>\n\n\n\n

The drafting of the Energy Law began in 2006, with multiple drafts released for public comment and three major revisions made before final approval.<\/p>\n\n\n\n

2. Green Transition Guidelines <\/p>\n\n\n\n

Published in November 2024, these guidelines represent an important step toward emission reductions and energy efficiency improvements. The 17-point guidelines, which were jointly issued by six departments, including the National Development and Reform Commission, cover a wide range of aspects including elevating the security and reliability of renewable energy replacement, accelerating the replacement in key fields such as industry and transportation, and actively launching innovative trials and enhancing guarantees. <\/p>\n\n\n\n

Key goals include: <\/p>\n\n\n\n

– Increase in Renewable Consumption: Achieving more than 1.5 billion metric tons of coal equivalent by 2030. <\/p>\n\n\n\n

– Smart Infrastructure: Investing in digitalized power grids and electric vehicle charging stations to support a more resilient and distributed energy system. <\/p>\n\n\n\n

– Development of Advanced Technologies: Integrating technologies such as blockchain and artificial intelligence to optimize renewable energy management and improve system efficiency.<\/p>\n\n\n\n

The main targets are that by 2030, China should achieve “remarkable results” in the green transition in all areas of economic and social development, and then, by 2035, a green, low-carbon and circular development economic system and the goal of Beautiful China should be basically achieved.<\/p>\n\n\n\n

3. Carbon Market Expansion <\/p>\n\n\n\n

With the adoption of the 6.4 mechanism of the Paris Agreement, China\u2019s carbon market is gaining global relevance. This trading system allows China to: <\/p>\n\n\n\n

– Actively participate in international carbon credit trading, supporting global emission reductions. <\/p>\n\n\n\n

– Attract foreign investments to finance green projects. <\/p>\n\n\n\n

– Align with international standards to improve transparency and credibility.<\/p>\n\n\n\n

This internationalization not only strengthens China\u2019s position as a global leader in green finance but also offers significant opportunities for European companies looking to enter the Chinese market.<\/p>\n\n\n\n

Coal remains a significant part of the energy mix. To meet its climate goals, China will need to further invest in renewable energy infrastructure and develop technologies that can replace coal while ensuring energy security.<\/p>\n\n\n\n

2. Market Supervision and Regulation<\/p>\n\n\n\n

The effectiveness of the carbon market requires robust monitoring systems to ensure transparency and effectiveness. The creation of a national emissions database is a crucial step, but additional technological investments are needed to strengthen supervision.<\/p>\n\n\n\n

3. Industrial Transition<\/p>\n\n\n\n
