As a follow-up to the 2023 \u201cEU Action Plan for Grids\u201d and the \u201cAction Plan for Affordable Energy\u201d, this document is intended to offer investment-oriented guidance for European power grids, with the goal of ensuring that future power grids can adapt to upcoming challenges and deliver more reliable, cost-effective, and eco-friendly electricity to the EU.<br \/>It highlights significant financial needs: an estimated \u20ac730 billion for distribution grid developments and \u20ac477 billion for transmission grid projects by 2040. It targets EU member states, national regulatory authorities, and transmission\/distribution system operators, offering practical guidance to help them foster conditions where grid investments align with future demands. Meanwhile, it seeks to ensure affordability for consumers and maintain industrial competitiveness in the EU.<br \/><span style=\"text-decoration: underline\"><strong>\u5f15\u8a00<\/strong><\/span> <br \/>6\u67082\u65e5\uff0c\u6b27\u76df\u59d4\u5458\u4f1a\u53d1\u5e03\u4e86\u300a\u524d\u77bb\u6027\u7535\u7f51\u6295\u8d44\u6307\u5bfc\u6587\u4ef6\u300b\uff0c\u65e8\u5728\u63a8\u52a8\u524d\u77bb\u6027\u7535\u7f51\u7684\u53d1\u5c55\u3002\u4f5c\u4e3a2023\u5e74\u300a\u6b27\u76df\u7535\u7f51\u884c\u52a8\u8ba1\u5212\u300b\u548c\u300a\u53ef\u8d1f\u62c5\u80fd\u6e90\u884c\u52a8\u8ba1\u5212\u300b\u7684\u540e\u7eed\u6587\u4ef6\uff0c\u8be5\u6307\u5bfc\u6587\u4ef6\u65e8\u5728\u4e3a\u6b27\u6d32\u7535\u7f51\u63d0\u4f9b\u4ee5\u6295\u8d44\u4e3a\u5bfc\u5411\u7684\u6307\u5f15\uff0c\u786e\u4fdd\u672a\u6765\u7535\u7f51\u80fd\u591f\u5e94\u5bf9\u5373\u5c06\u5230\u6765\u7684\u6311\u6218\uff0c\u5e76\u4e3a\u6b27\u76df\u63d0\u4f9b\u66f4\u53ef\u9760\u3001\u66f4\u7ecf\u6d4e\u4e14\u66f4\u73af\u4fdd\u7684\u7535\u529b\u3002 <br \/>\u6587\u4ef6\u5f3a\u8c03\u4e86\u5de8\u5927\u7684\u8d44\u91d1\u9700\u6c42\uff1a\u9884\u8ba1\u52302040\u5e74\uff0c\u914d\u7535\u7f51\u53d1\u5c55\u9700\u6295\u51657300\u4ebf\u6b27\u5143\uff0c\u8f93\u7535\u7f51\u9879\u76ee\u9700\u6295\u51654770\u4ebf\u6b27\u5143\u3002\u5176\u76ee\u6807\u5bf9\u8c61\u4e3a\u6b27\u76df\u6210\u5458\u56fd\u3001\u56fd\u5bb6\u76d1\u7ba1\u673a\u6784\u53ca\u8f93\u914d\u7535\u7cfb\u7edf\u8fd0\u8425\u5546\uff0c\u901a\u8fc7\u63d0\u4f9b\u5b9e\u7528\u6307\u5bfc\uff0c\u5e2e\u52a9\u5176\u8425\u9020\u6709\u5229\u6761\u4ef6\uff0c\u4f7f\u7535\u7f51\u6295\u8d44\u4e0e\u672a\u6765\u9700\u6c42\u76f8\u5339\u914d\u3002\u540c\u65f6\uff0c\u8be5\u6587\u4ef6\u529b\u6c42\u4fdd\u969c\u6d88\u8d39\u8005\u7528\u7535\u6210\u672c\u7684\u53ef\u8d1f\u62c5\u6027\uff0c\u5e76\u7ef4\u6301\u6b27\u76df\u7684\u5de5\u4e1a\u7ade\u4e89\u529b\u3002<\/p>\n<p><span style=\"text-decoration: underline\"><strong>A Closer Look into the Guidance Document<\/strong><\/span> <br \/>The European Commission\u2019s guidance document on anticipatory investments aims to support Member States, national regulatory authorities (NRAs), and transmission\/distribution system operators (TSOs\/DSOs) in fostering proactive grid investments. <br \/><strong>Definition and examples for Anticipatory Investments<\/strong> <br \/><strong>Definition:<\/strong> Anticipatory investments address network development needs beyond the ones related to existing grid connection requests by generation or demand projects. They should be based on the medium and long-term needs identified in the network development plans both at national and EU level. They should also support achieving EU energy and climate goals. <br \/>Examples of anticipatory investments include:<br \/><span style=\"text-decoration: underline\">Onshore Grid Strengthening:<\/span> <br \/>\u2022 Construct new substations and other facilities, and adopt oversized designs (e.g., expanding substation, transformer, or line capacities) to accommodate expected changes in supply and demand, especially in areas prioritizing renewable energy development.<br \/><span style=\"text-decoration: underline\">Future-oriented Offshore Project Design:<\/span> <br \/>\u2022 Reserve space for expansion or directly design offshore substations with larger capacities, enabling seamless connection to planned interconnectors or new wind farms. This proactive approach significantly reduces costs compared to building additional substations later.<br \/><span style=\"text-decoration: underline\">Redundant Cable Tubes and Line Provision:<\/span> <br \/>\u2022 Pre-lay spare cable tubes in trenches to avoid future construction costs and permit issues. Grid development lead times are longer than those for generation and demand assets, causing significant connection delays. Assessment practices by NRAs can hinder these investments if based on different assumptions or timelines than those used for network plans, especially regarding decarbonization objectives and renewable energy integration.<br \/><strong>Improvements:<\/strong><br \/><span style=\"text-decoration: underline\">Transparent Cost Approval Rules:<\/span> <br \/>\u2022 NRAs should introduce clear upfront rules for the cost approval of anticipatory investments.<br \/>\u2022 Evaluate potential welfare losses from &#8220;too early&#8221; vs. &#8220;too late&#8221; project implementation in the investment approval process.<br \/>\u2022 Ensure equal treatment of anticipatory investments with other grid investments, while accounting for their specific character and risk distribution.<br \/><span style=\"text-decoration: underline\">Post-Approval Certainty:<\/span> <br \/>\u2022 Once projects in NDPs or investment plans are positively assessed and justified, their incurred costs should be administratively unchallenged ex post.<br \/>\u2022 Remuneration for approved assets should not be retroactively questioned, for instance, based on initially low utilization rates.<br \/><span style=\"text-decoration: underline\">Efficiency Benchmarking &amp;
