He underlined the importance of considering the entire life cycle\u2014planning, construction, operation, and governance\u2014while constantly innovating working methods.<br \/>Qin noted that many existing urban planning policies, regulations, and standards were formulated during the era of rapid expansion, and are no longer suited to today\u2019s needs for stock management, quality improvement, and efficiency. In this new phase of development, marked by the \u201ctwo shifts,\u201d he called for deeper reforms in urban planning and design, and the establishment of a planning system aligned with the requirements of high-quality urban development.<\/p>\n<ul>\n<li><u>Yang Weimin &#8211; Member of the Standing Committee of the 13th National People\u2019s Political Consultative Conference, Vice-Chairman of the Economic Committee, and former Vice-Chairperson of the Office of the Central Leading Group on Finance and Commerce<\/u><\/li>\n<\/ul>\n<p>Yang Weimin pointed out that the process of planning is even more important than the text of the plan itself. First and foremost, he argued, it is necessary to clarify the development strategy, summarize past experiences, and evaluate outcomes properly\u2014rather than blindly piling up projects. He stressed the need for a fundamental shift in how governments promote development: moving away from a land-centric approach and toward one driven by innovation.<br \/>Plans, Yang said, should be clear, concise, and logical, avoiding unnecessary slogans and acronyms. They should be written from the perspective of enterprises and the public, ensuring both readability and practical implementation. He concluded firmly: \u201cPlanning is not something you just write\u2014it is something you research, discuss, and debate.\u201d<\/p>\n<ul>\n<li><u>Zhang Bing &#8211; General Planning Officer, Department of Natural Resources<\/u><\/li>\n<\/ul>\n<p>Speaking on behalf of Minister Guan Zhioo, Zhang Bing highlighted the importance of fully implementing the spirit of the Central Urban Work Conference. He emphasized that urban planning must be guided by the requirements of Chinese modernization, maintaining a people-centered approach, and promoting the transition of urban development from incremental expansion to stock improvement. With China\u2019s urbanization rate now reaching 67%, he stressed that the country has entered a new stage and faces new tasks in urban management and planning.<\/p>\n<ul>\n<li style=\"text-align: justify\"><u>Yang Baojun &#8211; Director of the China Urban Planning Society<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Yang Baojun raised three fundamental questions for planning in the new era.<br \/>First, the question of value: how can planning embody the original aspiration of building a \u201cpeople\u2019s city\u201d? How can it integrate diverse goals such as innovation, livability, beauty, resilience, civilization, and wisdom, to improve people\u2019s sense of satisfaction?<br \/>Second, the issue of implementation empowerment: how can planning provide practical support for structural optimization, energy transition, quality improvement, green transformation, stronger governance, and safeguarding the bottom line of safety?<br \/>Third, the matter of integration: how can planning platforms, within the current institutional mechanisms, serve as vehicles for multi-sectoral, multi-mission, multi-disciplinary, and multi-objective coordination? Urban planning, he argued, is indispensable for achieving the prosperity of modern civilization.<br \/>The key to contemporary urban planning, Wu said, lies in creating spaces for modern urban civilization. Only planning that enables intelligent ecological progress can truly ensure a viable future. Yet, he concluded, the ultimate criterion for all civilizations\u2014whether ecological or intellectual\u2014remains the same: to deliver a good life for urban residents.<\/p>\n<ul style=\"text-align: justify\">\n<li><u>Wang Jianguo &#8211; Vice President of the China Urban Planning Society, Academician of the Chinese Academy of Engineering, Director of the Urban Design Research Center at Southeast University<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Wang Jianguo discussed the complexities of urban renewal, involving historical layers, diverse neighborhoods, property management, and multiple stakeholders. He emphasized that renewal should enhance city vitality, market competitiveness, and project profitability, while integrating creative design, digital tools, and green, low-carbon approaches, making urban renewal a pathway to sustainable development.<\/p>\n<ul style=\"text-align: justify\">\n<li><u>Sun Yimin Vice President of the China Urban Planning Society, Professor at South China University of Technology, Academic Dean at China Central University of Science and Technology<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Sun Yimin presented the theory of \u201csmart construction,\u201d guided by science, intensive construction, and sustainability. He proposed an innovative system combining planning, design, technology, and practice to enable holistic, ground-up understanding of cities and support practical problem-solving in urban management.<\/p>\n<ul style=\"text-align: justify\">\n<li><u>Wang Kai &#8211; Vice Chairman of the Urban Planning Society of China, President of the Urban Planning Institute of China, Master of National Engineering Investigation and Survey<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Wang Kai highlighted the role of urban planning in navigating economic uncertainty and supporting the dual-cycle development strategy. He called for globally oriented planning, regional growth support, and prioritizing urban renewal, focusing on people-centered development, workflow innovation, and sustainable city growth.<\/p>\n<ul style=\"text-align: justify\">\n<li><u>Xu Xiaoli &#8211; Deputy Director and Researcher of the Center for Land Space Planning Research, Ministry of Natural Resources<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Xu Xiaoli emphasized that planners should act as \u201cspace builders\u201d and \u201cvalue creators\u201d, integrating planning systems, shaping spatial patterns, resolving institutional bottlenecks, and unlocking land potential to drive modernized spatial governance.<\/p>\n<ul style=\"text-align: justify\">\n<li><u>Long Qiu &#8211; Deputy Chairman of the Professional Committee on the Application of New Technologies in Urban Planning, China Urban Planning Society; Professor Emeritus, Tsinghua University.<\/u><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Long Qiu focused on urban artificial intelligence and its drivers, including technological iteration, data environments, and national strategy. He highlighted active perception technologies\u2014drones, sensor networks, NLP, computer vision\u2014and their use with large models and generative AI to generate, simulate, and improve urban planning solutions and living environments.<br \/>The plenary session\u2019s opening ceremony was presided over by Shi Nan, Executive Vice President and Secretary General of the China Urban Planning Society. The keynote report session was chaired by Vice Presidents Zhang Wenzhong, He Xinghua, and Vice Supervisor Yin Jie.<\/p>\n<p style=\"text-align: The cities of the future must be conceived as <strong>self-sufficient ecosystems<\/strong>, able to produce sustainably what they need, minimize waste, and maintain an ecological balance.
