For decades, building performance has been measured primarily through energy efficiency indicators\u2014energy consumption per square meter, thermal insulation values, or operational carbon intensity. While these metrics remain essential, they are no longer sufficient on their own.<br \/>Growing scientific evidence shows that indoor environmental quality\u2014daylight, air quality, thermal comfort and visual comfort\u2014directly affects physical health, mental wellbeing, productivity and learning outcomes. At the same time, these same factors strongly influence operational energy demand and carbon emissions. As a result, health-oriented building design and energy-efficient design are no longer separate agendas; they are increasingly converging into a single, integrated performance framework.<br \/>This convergence is reshaping policy priorities, design methodologies and technology choices in both China and the EU. It also creates a new, concrete area for China\u2013EU cooperation: healthy, low-carbon buildings that balance human wellbeing with climate objectives.<br \/><strong><u>\u5f15\u8a00 <br \/><\/u><\/strong>\u5728\u4e2d\u56fd\u4e0e\u6b27\u76df\uff0c\u5173\u4e8e\u201c\u9ad8\u6027\u80fd\u5efa\u7b51\u201d\u7684\u5b9a\u4e49\u6b63\u5728\u7ecf\u5386\u4e00\u573a\u6839\u672c\u6027\u7684\u8f6c\u53d8\u3002\u8fc7\u53bb\u6570\u5341\u5e74\u4e2d\uff0c\u5efa\u7b51\u6027\u80fd\u4e3b\u8981\u901a\u8fc7\u80fd\u6e90\u6548\u7387\u6307\u6807\u6765\u8861\u91cf\u2014\u2014\u4f8b\u5982\u5355\u4f4d\u9762\u79ef\u80fd\u8017\u3001\u56f4\u62a4\u7ed3\u6784\u4fdd\u6e29\u6027\u80fd\uff0c\u6216\u8fd0\u884c\u9636\u6bb5\u7684\u78b3\u6392\u653e\u5f3a\u5ea6\u3002\u5c3d\u7ba1\u8fd9\u4e9b\u6307\u6807\u4f9d\u7136\u81f3\u5173\u91cd\u8981\uff0c\u4f46\u5b83\u4eec\u5df2\u4e0d\u8db3\u4ee5\u5355\u72ec\u652f\u6491\u5bf9\u5efa\u7b51\u6574\u4f53\u4ef7\u503c\u7684\u5224\u65ad\u3002<br \/>\u8d8a\u6765\u8d8a\u591a\u7684\u79d1\u5b66\u7814\u7a76\u8868\u660e\uff0c\u5ba4\u5185\u73af\u5883\u8d28\u91cf\u2014\u2014\u5305\u62ec\u81ea\u7136\u91c7\u5149\u3001\u7a7a\u6c14\u8d28\u91cf\u3001\u70ed\u8212\u9002\u6027\u548c\u89c6\u89c9\u8212\u9002\u6027\u2014\u2014\u76f4\u63a5\u5f71\u54cd\u4eba\u7684\u8eab\u4f53\u5065\u5eb7\u3001\u5fc3\u7406\u798f\u7949\u3001\u5de5\u4f5c\u6548\u7387\u4ee5\u53ca\u5b66\u4e60\u6210\u679c\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u8fd9\u4e9b\u56e0\u7d20\u4e5f\u5bf9\u5efa\u7b51\u8fd0\u884c\u80fd\u8017\u548c\u78b3\u6392\u653e\u4ea7\u751f\u663e\u8457\u5f71\u54cd\u3002\u56e0\u6b64\uff0c\u4ee5\u5065\u5eb7\u4e3a\u5bfc\u5411\u7684\u5efa\u7b51\u8bbe\u8ba1\u4e0e\u4ee5\u80fd\u6548\u4e3a\u5bfc\u5411\u7684\u5efa\u7b51\u8bbe\u8ba1\uff0c\u5df2\u4e0d\u518d\u662f\u5f7c\u6b64\u72ec\u7acb\u7684\u8bae\u9898\uff0c\u800c\u662f\u6b63\u9010\u6b65\u6c47\u805a\u4e3a\u4e00\u4e2a\u7edf\u4e00\u3001\u7efc\u5408\u7684\u6027\u80fd\u6846\u67b6\u3002<br uses\u201d to \u201chow a building supports people while reducing emissions.\u201d<br \/>Key shifts driving this transition include:<br \/><strong>Scientific evidence on health impacts<br \/>\u2022 <\/strong>Research on daylight and window design demonstrates measurable effects on circadian rhythm regulation, mental health, cognitive performance and overall wellbeing.<br \/>\u2022 Natural ventilation and access to outdoor views contribute to reduced stress, improved concentration and better sleep quality.<br \/><strong>Operational energy implications<br \/>\u2022 <\/strong>Optimized daylighting reduces reliance on artificial lighting.<br \/>\u2022 Passive shading and ventilation strategies lower cooling demand and peak loads.<br \/>\u2022 Stable indoor conditions reduce over-compensation by HVAC systems.<br \/><strong>Rising importance of performance-based evaluation<br \/>\u2022 <\/strong>Buildings are increasingly assessed across their full lifecycle, combining operational energy, embodied carbon and user experience.<br \/>\u2022 Public buildings, schools and healthcare facilities are at the forefront of this shift due to their social impact.<br \/>Together, these factors are redefining \u201cefficiency\u201d as a balanced outcome between energy, carbon and human wellbeing.<br \/><strong><u>\u4ece\u80fd\u6e90\u6307\u6807\u5230\u4ee5\u4eba\u4e3a\u672c\u7684\u6027\u80fd\u8bc4\u4ef7<br \/><\/u><\/strong>\u5efa\u7b51\u6027\u80fd\u8bc4\u4f30\u6b63\u4ece\u201c\u5efa\u7b51\u6d88\u8017\u4e86\u591a\u5c11\u80fd\u6e90\u201d\uff0c\u8f6c\u5411\u201c\u5efa\u7b51\u5982\u4f55\u5728\u964d\u4f4e\u6392\u653e\u7684\u540c\u65f6\u652f\u6301\u4eba\u7684\u9700\u6c42\u201d\u3002<br \/>\u63a8\u52a8\u8fd9\u4e00\u8f6c\u53d8\u7684\u5173\u952e\u56e0\u7d20\u5305\u62ec\uff1a<br \/><strong>\u5065\u5eb7\u5f71\u54cd\u7684\u79d1\u5b66\u8bc1\u636e<br \/>\u2022 evaluation frameworks, most notably the \u201cWELL\u201d Building Standard.<br \/>WELL provides a structured methodology to assess indoor environmental quality across multiple dimensions, including:<br \/><strong>Light<br \/><\/strong>\u2022 Access to daylight<br \/>\u2022 Visual comfort and glare control<br \/>\u2022 Alignment with circadian health principles<br \/><strong>Air<br \/><\/strong>\u2022 Ventilation effectiveness<br \/>\u2022 Indoor air quality and pollutant control<br \/><strong>Thermal Comfort<br \/><\/strong>\u2022 Temperature stability<br \/>\u2022 Adaptive comfort strategies<br \/><strong>Mind and Comfort<br \/><\/strong><strong>\u2022 <\/strong>Connection to nature<br \/><strong>\u2022 <\/strong>Psychological wellbeing and user experience<br \/>Importantly, WELL does not operate in isolation from energy performance. Many WELL strategies\u2014daylighting, shading, natural ventilation\u2014directly contribute to lower operational energy demand. This creates a common language through which health-focused design and low-carbon objectives can be evaluated together rather than in competition.<br \/><strong><u>WELL <\/u><\/strong><strong><u>\u6807\u51c6\u4e0e\u5ba4\u5185\u73af\u5883\u8d28\u91cf\u7684\u91cf\u5316\u8bc4\u4f30<br \/><\/u><\/strong>\u5065\u5eb7\u4e0e\u80fd\u6548\u6027\u80fd\u7684\u878d\u5408\uff0c\u5f97\u5230\u4e86\u56fd\u9645\u8bc4\u4f30\u6846\u67b6\u7684\u8fdb\u4e00\u6b65\u5f3a\u5316\uff0c\u5176\u4e2d\u6700\u5177\u4ee3\u8868\u6027\u7684\u662f WELL \u5efa\u7b51\u6807\u51c6\u3002<br \/>WELL increasingly recognize indoor environmental quality as a core performance dimension:<br \/>\u2022 Public buildings and renovation projects are prioritizing comfort, daylight and ventilation, alongside energy savings.<br \/>\u2022 Urban regeneration programs emphasize integrated design approaches, particularly in schools, offices and community facilities.<br \/>The focus is shifting from isolated efficiency upgrades to system-level performance optimization.<br \/>These trends reflect a growing understanding that energy efficiency targets are more sustainable when buildings actively support occupant wellbeing.<br \/><strong>European Union <br \/><\/strong>In the EU, the Energy Performance of Buildings Directive (EPBD) is evolving toward a more holistic understanding of building performance:<br \/>\u2022 Energy efficiency requirements are increasingly linked to quality of the indoor environment.<br \/>\u2022 Policy discussions connect lower energy costs with healthier, more livable spaces.<br \/>\u2022 Renovation strategies for existing buildings emphasize passive measures, daylighting and adaptive comfort.<br \/><u>This alignment between health, comfort and energy performance provides a strong institutional basis for China\u2013EU knowledge exchange.<br \/><\/u><strong><u>\u4e2d\u6b27\u653f\u7b56\u4e0e\u5236\u5ea6\u80cc\u666f<br \/><\/u><\/strong><strong>\u4e2d\u56fd<br \/><\/strong>\u4e2d\u56fd\u7684\u7eff\u8272\u5efa\u7b51\u4e0e\u57ce\u5e02\u66f4\u65b0\u653f\u7b56\u6b63\u65e5\u76ca\u5c06\u5ba4\u5185\u73af\u5883\u8d28\u91cf\u89c6\u4e3a\u6838\u5fc3\u6027\u80fd\u7ef4\u5ea6\u4e4b\u4e00\uff1a<br \/>\u2022
