The proposal, titled the<strong> Industrial Accelerator Act<\/strong>, introduces a set of measures intended to accelerate investment in strategic industrial sectors, support industrial decarbonisation, and reinforce manufacturing capabilities within the EU economy.<br \/>The proposed regulation forms part of the EU\u2019s broader policy framework addressing industrial competitiveness, supply chain resilience, and the development of strategic manufacturing ecosystems. According to the Commission\u2019s analysis, the manufacturing sector accounted for approximately <strong>18.3% of employment in the EU business economy in 2024<\/strong> and represented <strong>14.3% of EU gross domestic product.<\/strong><br \/>At the same time, the share of manufacturing in the EU\u2019s economic output has gradually declined over the past decades. Data referenced in the proposal indicate that manufacturing represented<strong> 17.4% of EU GDP in 2000<\/strong>, reflecting a longer-term trend of structural change within the European economy.<br \/>Within this context, the Industrial Accelerator Act seeks to establish a regulatory framework that supports the development of industrial capacity across a number of strategic sectors. These sectors are considered significant both for the EU\u2019s industrial base and for the development of technologies associated with the energy transition.<br \/><strong>Energy-Intensive Industries<\/strong><br \/>A first category covered by the proposal includes several energy-intensive industrial sectors that represent a substantial part of European manufacturing capacity. These sectors include:<br \/>\u2022 Paper and paper products manufacturing<br \/>\u2022 Chemicals and chemical products<br \/>\u2022 Rubber and plastics production<br \/>\u2022 Refined petroleum products<br \/>\u2022 Non-metallic mineral products<br \/>\u2022 Basic metals and metal manufacturing industries<br \/>These sectors are among the largest industrial consumers of energy within the EU and are central to many industrial value chains.<br \/><strong>Automotive Industry<\/strong><br \/>The proposal also covers key segments of the automotive sector, including:<br \/>\u2022 Motor vehicle manufacturing<br \/>\u2022 Production of trailers and semi-trailers<br \/>The automotive industry remains a major industrial employer and an important contributor to manufacturing output in several EU Member States.<br \/><strong>Net-Zero Technologies<\/strong><br \/>In addition, the Industrial Accelerator Act includes a set of technologies related to the transition toward low-carbon energy systems. These include:<br \/>\u2022 Solar energy technologies<br \/>\u2022 Wind energy technologies<br \/>\u2022 Battery and energy storage technologies<br \/>\u2022 Electricity grid technologies<br \/>\u2022 Hydrogen production technologies and electrolysers<br \/>\u2022 Nuclear energy technologies<br \/>\u2022 Renewable fuels of non-biological origin<br \/>\u2022 Hydropower technologies<br \/>These technology areas are identified as key components of the EU\u2019s industrial transition toward climate neutrality and the development of advanced manufacturing ecosystems.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>\u63d0\u6848\u6db5\u76d6\u7684\u6218\u7565\u5de5\u4e1a\u9886\u57df<\/strong><\/span><br introduction of requirements related to <strong>origin and carbon intensity<\/strong> within certain policy instruments.<br \/>Under the proposed regulation,<strong> public procurement procedures and public support schemes<\/strong> in the strategic sectors covered by the Industrial Accelerator Act may include specific eligibility criteria related to:<br \/>\u2022 Production origin within the European Union<br \/>\u2022 Carbon intensity of industrial products and technologies<br \/>The proposal indicates that such requirements may apply to a range of industrial products and technologies, including:<br \/>\u2022 Steel<br \/>\u2022 Cement<br \/>\u2022 Aluminium<br \/>\u2022 Vehicles<br \/>\u2022 Net-zero technologies such as batteries, solar panels, heat pumps, wind turbines and hydrogen electrolysers<br \/>The regulation provides that technical criteria defining these requirements may be established through implementing and delegated acts adopted by the European Commission.<br \/>These provisions would allow the Commission to define the methodologies and thresholds used to assess eligibility for public procurement procedures and public support mechanisms under the framework of the Industrial Accelerator Act.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>\u516c\u5171\u91c7\u8d2d\u4e0e\u201c\u6b27\u6d32\u5236\u9020\u201d\u8981\u6c42<\/strong><\/span><br related to <br \/>\u2022manufacturing capacity expansion<br \/>\u2022industrial transformation <br \/>\u2022 the deployment of relevant technologies within the strategic sectors defined by the regulation.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>\u7b80\u5316\u5de5\u4e1a\u8bb8\u53ef\u7a0b\u5e8f<\/strong><\/span><br
