4月26日“第六届国际城市可持续发展高层论坛”在成都市成功举行。本次活动由成都市人民政府、中国城市和小城镇改革发展中心和联合国人类住区规划署联合主办。
On April 26th, the 6th International High-level Forum on Sustainable Urban Development was successfully held in Chengdu. The event was co-organized by Chengdu Municipal People’s Government, China Center for Urban Development (CCUD) and UN-Habitat.
本次论坛活动以“绿色低碳引领城市转型发展”为主题，邀请了来自国家各部委的相关领导，国际组织、国际城市代表，城市领域知名专家学者、跨国企业负责人共同参会，交流绿色低碳的城市发展理念和新模式，分享国内外城市绿色低碳转型发展实践做法和创新经验，探讨城市可持续发展的最佳实践路径，搭建城市高质量可持续发展的交流平台。

The theme of the forum was “Green and Low-Carbon Leading Urban Transformation and Development” and has invited relevant leaders from national and international organizations, cities, famous experts and scholars in the field of urban development, heads of multinational enterprises. The forum aimed to explore transformative pathways and modalities for cooperation on global and local climate action to achieve green, low-carbon, and sustainable development.
On behalf of the Chengdu Municipal Party Committee and Government, Shi Xiaolin, a member of the Standing Committee of the Sichuan Provincial Committee of the Communist Party of China and Secretary of the Chengdu Municipal Party Committee, expressed sincere gratitude to all leading experts and various sectors of society for their care and guidance in the development of various undertakings in Chengdu.

Mr. Yang Yinkai, member of the Party Group and deputy director of the National Development and Reform Commission, said that Chengdu has the unique advantages of integrated development of modern cities and beautiful villages, history, culture and open fashion.
中共成都市委常委、成都市常务副市长刘筱柳女士在论坛上介绍了成都市绿色低碳发展经验、绿色低碳项目，发布了《公园城市示范区建设发展报告（2022年）》，分享公园城市建设的“成都经验”。
Ms. Liu Xiaoliu, Member of the Standing Committee of the CPC Chengdu Municipal Committee and Executive Vice Mayor of Chengdu City, introduced the green and low-carbon development experience of Chengdu City and green and low-carbon projects at the forum, and presented the “Park City Demonstration Zone Construction Development Report (2022)” to share the “Chengdu Experience” in park city construction.

住房城乡建设部总经济师、中国规划学会理事长、全国工程勘察设计大师杨保军先生在论坛上围绕“面向绿色低碳的街区规划设计关键技术”主题分享了观点。
Mr. Yang Baojun, chief economist of the Ministry of Housing and Urban-Rural Construction, chairman of the Urban Planning Society of China and master of national engineering survey and design, shared his views on the theme of “key technologies for green and low-carbon block planning and design”.
中国城市规划学会常务副理事长兼秘书长石楠先生，与四川天府新区党工委书记周先毅先生共同发布了《公园城市指数2022》，充分吸纳成都以及四川天府新区公园城市实践经验，基于成都、面向全国、链接国际。
Mr. Shi Nan, Executive Vice President and Secretary General of Urban Planning Society of China (UPSC), and Zhou Xiangyi, Secretary of the Party Working Committee of Tianfu New Area of Sichuan, jointly presented the Park City Index 2022, which absorbs the experience of Chengdu and Tianfu New Area of Sichuan as a park city, providing truly useful and unique insights also for other cities development.

仲欧脱碳科技CEO马晓利先生受邀作为演讲嘉宾出席本次活动，分享他对于在当前“脱碳”大趋势下中欧间合作的挑战与机遇的思考。马晓利先生强调了在脱碳之路上需要的是一套整体的、系统性的脱碳方法，而非某一两项尖端技术。马晓利先生分享了有关“三步减排”模型的具体内容（评估，减少，抵消），以及如何将该模型运用在不同体量的项目中。他通过两个具体案例，进一步强调了在城市及周边区域的规划阶段，尽早把碳中和相关目标纳入到规划设计的考量范围内的重要性，尤其是在城市周边区域的规划设计可以更好的缓解城区的压力。
Massimo Bagnasco, CEO of China Europe Carbon Neutral, was invited as a guest speaker to share his thoughts and experience. Mr. Bagnasco highlighted the need for a holistic and systematic approach on the way of reaching decarbonization. He shared the three steps model (assess, minimize, offset) as way to approach each matter, large or small scale one. Then he shared two case-study, one related to urban settlement and the other to the rural area, addressing the importance of implementing the target of decarbonization also in the rural area since they could contribute to relieve the load on the densely populated ones.
马晓利先生在他演讲分享结束时向各方呼吁：“尖端技术、处理手段和综合解决方案必须结合实际情况综合运用，在当前背景下仅靠技术手段是无法完成脱碳的。为达成碳中和这一目标，需要协调各方，迅速展开行动，加强欧盟和中国在气候变化的关键问题上的长期合作。”
Mr. Bagnasco concluded his presentation by appealing to all parties: “Cutting-edge technologies, processes and solutions must be paired with innovative and contextualized approaches: technologies alone will not achieve decarbonization. Achieving carbon neutrality is feasible but requires rapid, coordinated, and concrete actions.”
第六届国际可持续发展高层分论坛包括“绿色低碳的城市产业结构”“绿色低碳的城市空间结构”“绿色低碳的城市交通结构”及“‘一带一路’可持续城市联盟配套会议暨分论坛四绿色低碳的城市能源结构”四个分论坛，聚焦城市发展核心，从绿色低碳的城市产业结构、空间结构、交通结构、能源结构四个维度分享城市实践经验。
The Sixth International High-level Sustainable Development Sub-forum includes four sub-forums: “Green and Low-carbon Urban Industrial Structure”, “Green and Low-carbon Urban Spatial Structure”, “Green and Low-carbon Urban Transportation Structure” and “Green and Low-carbon Urban Energy Structure in the ‘Belt and Road’ Sustainable Cities Alliance Supporting Conference and Sub-forum IV”, which focus on the core of urban development and share the practical experience of cities from four dimensions: green and low-carbon urban industrial structure, spatial structure, transportation structure and energy structure.
