工信部:工业领域碳达峰碳中和标准体系建设指南

为积极应对全球气候变化,中国提出了力争在2030年前使二氧化碳排放达到峰值,并努力争取在2060年前实现碳中和的“双碳”目标,而工业领域是实现中国“双碳”目标的重点对象。2月21日工业和信息化部印发《工业领域碳达峰碳中和标准体系建设指南》(下称“《指南》”),提出了到2025年和2030年的一系列建设目标,同时规划了工业领域碳达峰碳中和标准体系框架和碳达峰碳中和标准制定重点领域。

In order to actively respond to global climate change, China has put forward the “dual-carbon” goal of striving to peak carbon dioxide emissions by 2030 and striving to achieve carbon neutrality by 2060. The industrial sector is a key target for realizing China’s “dual-carbon” goal. On February 21st, the Chinese Ministry of Industry and Information Technology (MIIT) issued the “Guidelines to Establish a Standard System for Carbon Peak and Carbon Neutrality in the Industrial Sector” (the “Guidelines”), which put forward a series of construction goals by 2025 and 2030, and at the same time plan the framework of the carbon peak and carbon neutral standard system in the industrial sector as well as the key areas for the standards.

《指南》提出到 2025 年,初步建立工业领域碳达峰碳中和标准体系,制定 200 项以上碳达峰急需标准,为工业领域开展碳评估、 降低碳排放等提供技术支撑。到 2030 年,形成较为完善的工业领域碳达峰碳中和标准体系,实现重点行业重点领域标准全覆盖,支撑工业领域碳排放全面达峰,标准化工作重点逐步向碳中和目标转变。

The Guidelines propose that by 2025, a preliminary carbon peak and carbon neutral standard system in the industrial sector will be established, and more than 200 standards that areurgently needed for carbon peak-achievement will be formulated to provide technical support for carbon assessment and carbon emission reduction in the industrial sector. 

By 2030, a relatively complete carbon peak and carbon neutral standard system, for industrial areas, will be formed, and full coverage of standards in key industries and key areas will be realized, so as to support the industrial areas to reach the peak of carbon emissions, and the focus of standardization work will gradually shift to the goal of carbon neutrality.

工业领域碳达峰碳中和标准体系框架包括基础通用、核算与核查、技术与装备、监测、管理与评价这五大类标准。在这一框架下,《指南》同时规定了碳达峰碳中和标准制定重点领域。值得一提的是,《指南》在这些重点领域中规划了低碳评价、碳排放管理及协同降碳标准,旨在依据特定的评价指标体系和评价方法,对工业产品、企业、园区以及供应链的温室气体排放水平进行的综合评价,约束工业领域碳排放量,并通过企业内部协同、上下游协同、产业链协同等方式实现协同降碳。

The framework of the carbon peak and carbon neutral system consists of five major standards’ categories: 

  1. Basic and general
  2. Accounting and verification
  3. Technology and equipment
  4. Monitoring
  5. Management and evaluation standards

Under this framework, the Guidelines also stipulate the key areas for the development of carbon peak and carbon neutral standards. It is worth mentioning that the Guidelines plan low-carbon evaluation, carbon emission management and collaborative carbon reduction standards in these key areas. They are aimed at the comprehensive evaluation of the greenhouse gas emission levels of industrial products, enterprises, parks and supply chains. They are based on a specific evaluation index system and evaluation methodology, constraining carbon emissions in the industrial sector and realizing collaborative carbon reduction through intra-enterprise synergy, upstream and downstream synergy, and industry chain synergy. 

《指南》鼓励工业领域的低碳技术创新和管理创新,推动将低碳新技术新工艺融入相关标准,加快低碳创新技术的推广应用。围绕 5G、工业互联网、人工智能等新一代信息技术在工业低碳领域的应用创新,加快相关标准研制,以数字化、 智能化赋能绿色化,培育壮大低碳发展新动能。

The Guidelines encourage low-carbon technological innovation and management innovation in the industrial sector, promote the integration of new low-carbon technologies and processes into relevant standards, and accelerate the popularization and application of low-carbon innovative technologies. Focusing on the application and innovation of new-generation information technology such as 5G, industrial Internet and artificial intelligence in the field of industrial low-carbon, the Guidelines accelerate the development of relevant standards, empower greening with digitization and intelligence, and foster the growth of new kinetic energy for low-carbon development.

在实施方面,《指南》不仅鼓励国内组织间要配套协调标准,而且强调加强国际合作。《指南》提出结合我国工业领域的发展实际,积极参考和借鉴国际应对气候变化等方面的标准化工作基础和发展趋势,不断提升我国低碳标准的国际化水平,并适时提出国际标准提案,分享中国在碳达峰碳中和方面的标准化实践经验。

In terms of implementation, the Guidelines not only encourage the coordination among China’s domestic organizations, but also emphasize the strengthening of international cooperation. Taking into account China’s actual situation in the industrial sector, the Guidelines propose to actively refer to international benchmarks and follow the development trends in standardized work on climate change. To continuously speed up the internationalization of China’s low-carbon standards, it is important to put forward international standard proposals, sharing China’s experience in carbon peak and carbon neutrality.

总的来说,中国工信部制定的指导方针强调了应对全球气候变化挑战的关键一步。在我们努力实现碳达峰和碳中和目标时,尤其是在工业领域,利益相关方必须采用全面的标准和创新的方法。
