近日，中华人民共和国生态环境部及发展改革委共同发布了关于印发《危险废物重大工程建设总体实施方案（2023-2025年）》的通知，旨在健全完善危险废物生态环境风险防控技术支撑体系，加快补齐特殊类别危险废物处置能力短板，着力提升危险废物生态环境风险防控和利用处置能力，兼顾提升新污染物、新兴固体废物等环境治理能力，推动持续改善生态环境质量，维护生态环境安全。
The Chinese Ministry of Ecology and Environment (MEE) and the National Development and Reform Commission (NDRC) have published the “General Implementation Plan for the Construction of Major Hazardous Waste Management Projects (2023-25)”.
该实施方案的核心内容为：
In particular, the plan shall specify:
在2023-2025年的窗口期内加快推进国家危险废物环境风险防控项目。
General requirements for the construction of major hazardous waste management projects in force for the three-year period 2023-2025;
具体的实施目标包括：

到2025年，加快建设6个区域性危险废物环境风险防控技术中心和20 个区域性特殊危险
废物集中处置中心（以下分别简称国家技术中心、区域技术中心和区域处置中心）。
By 2025, start construction of a national technology centre, six regional technology centres and 20 regional hazardous waste disposal centres;
同时加强对危险废物污染防治的支持力度，并指定相关引导方案，为全国危险废物特别是特殊类别危险废物利用处置提供托底保障与引领示范。
Implementation of support and guidance services for the use and disposal of special types of hazardous waste;
启动关于预防和控制危险废物和相关处置技术所带来的生态和环境风险的研究项目；
Launch of research projects on the prevention and control of ecological and environmental risks introduced by hazardous waste and related disposal technologies;

关于组织和实施相关内容的目标：
Plans for organization and implementation:
结合国家重大战略部署，综合考虑相关单位和各省份实际情况，确定国家技术中心和区域技术中心项目建设依托单位。
Main units responsible for the organization of the yards and the management of the construction works;
2023年5月31日前，承担国家技术中心和区域技术中心项目的生态环境部直属单位和相关省份的省级生态环境部门应向生态环境部、国家发展改革委报送项目推进方案。
By 31 May 2023, the units concerned under the EEE should submit implementation reports to the Ministry;
同时，省级生态环境部门应于2023年5月31日前向生态环境部和国家发展改革委报送建设方案，明确建设内容、工作计划、保障措施等。
Also, by 31 May 2023, MEE provincial departments should submit construction plans to MEE and NDRC;
加大对本实施计划的政策支持。
Support measures for the implementation of the plan.
附表中对20个区域性特殊危险废物集中处置中心项目的布局安排予以了详细说明。
In addition, the plan contains in appendix the design layout proposed for the realization of the 20 regional disposal centers provided by the plan.
