Entering and Understanding the EU Beyond the Single Market

Strategic Entry, Industrial Ecosystems and Localization Opportunities for Chinese Companies

1. Introduction: European Union Is More Than a Market
For Chinese companies considering international expansion, European Union remains an important destination for market development, industrial cooperation, technological partnerships and long-term investment. Its purchasing power, industrial capabilities, research institutions, infrastructure and established business networks offer opportunities across a wide range of sectors.
Yet entering Europe is not simply a matter of identifying a promising country, appointing a distributor or opening a local office. The European Union provides a common economic and regulatory framework, but the business environments within it remain diverse. Market demand, industrial specialisation, operating costs, workforce availability, infrastructure, administrative practices and commercial relationships vary significantly across countries and regions.
A strategy that works in one European market may not be equally effective elsewhere. Equally, the most suitable location for manufacturing may differ from the best location for research and development, distribution, customer service or a European headquarters.
For Chinese companies, the key question is therefore not only “Where should we enter Europe?”, but also “What role should Europe play in our business, where can we create value, and what form of presence will best support our objectives?”
This newsletter introduces the main considerations behind a structured European market-entry strategy. It draws on CNEUCN’s report, Entering the European Market: Understanding the EU Beyond the Single Market — Investment, Localization and Strategic Market Considerations for Chinese Companies.

2. Beyond GDP: Where Does Europe Create Value for Your Business?
Country-level economic indicators can help identify potential markets, but they rarely provide enough information to support an investment decision.
A large economy does not automatically offer the best conditions for every business. A smaller country or region may be more attractive because it hosts a specialised industrial cluster, a strong supplier network, relevant research institutions or customers with specific technological needs.
A meaningful assessment should consider several interconnected dimensions:
• Market demand: customer profiles, purchasing power, sector growth, competitive intensity and access to target clients.
• Industrial capabilities: established manufacturers, specialised suppliers, engineering expertise and integration into European value chains.
• Technology and innovation: universities, research centres, technology parks, testing facilities and opportunities for collaborative development.
• Operating conditions: labour costs, skills availability, energy prices, logistics, infrastructure and access to finance.
• Regulatory environment: applicable EU requirements, national implementation, sector-specific rules, certification and administrative procedures.
• Business ecosystem: potential distributors, customers, suppliers, investors, public institutions and strategic partners.
These factors should be assessed together rather than in isolation. Low operating costs, for example, may be less attractive if a location lacks the technical workforce or supplier network needed for efficient production. Conversely, a higher-cost region may offer advantages through proximity to customers, specialised expertise and established industrial relationships.
The objective is not to identify a universally superior European destination. It is to determine which locations and ecosystems best match a company’s products, capabilities, investment horizon and commercial priorities.

3. One Single Market, 27 Member States: Understanding the Real Business Environment
The European Union’s Single Market provides an important foundation for cross-border economic activity. It facilitates the movement of goods, services, capital and people under a common framework, although the practical conditions for operating across borders depend on the activity concerned and the applicable rules.
For businesses, however, the Single Market should not be confused with a completely uniform commercial environment.
National differences remain relevant to taxation, employment, business administration, public procurement, distribution structures, consumer preferences and the organisation of industrial supply chains. Sector-specific requirements and national implementation practices may also affect the timing, cost and complexity of market entry.
These differences have practical consequences.
A company seeking to sell products through European distributors may face a different set of priorities from a manufacturer planning local production. A technology company seeking research partners will need to assess different criteria from an investor considering an acquisition or a logistics platform.
The distinction between EU-wide requirements and country-specific conditions is therefore essential. Companies must understand which obligations apply across the European framework, which depend on national or regional rules, and which arise from the particular characteristics of their sector and business model.
A successful strategy combines a European perspective with a detailed understanding of the countries, regions and industrial ecosystems most relevant to the company.

4. From Exporting to Localization: Choosing the Right Entry Model
European market entry is not a single decision. It involves choosing an operating model that balances commercial ambition, investment, control, risk and the resources available.
Possible approaches include:
• Direct exporting: a relatively straightforward way to test demand and establish initial customer relationships.
• Distributors and commercial agents: useful for accessing established sales networks and local market knowledge.
• A local subsidiary: appropriate when a company needs a stronger commercial presence, direct customer relationships or local operational capacity.
• Strategic partnerships and joint ventures: potential routes to combine complementary technologies, market access, industrial capabilities or distribution networks.
• Acquisitions: a possible way to obtain established operations, customer relationships, technical expertise or production capacity, subject to careful due diligence and applicable regulatory requirements.
• Greenfield investment: the establishment of new facilities, which may provide greater operational control but generally requires more time, capital and implementation capacity.
• Manufacturing, research and development, or a European headquarters: options for companies seeking a more substantial and sustained presence in European value chains.
These models are not mutually exclusive. A company might begin with exports and distribution, establish a subsidiary as demand develops, and subsequently evaluate local production or research partnerships.
Localization should not be understood as an automatic requirement to manufacture in Europe. Depending on the company’s objectives, it may involve local employees, technical support, product adaptation, partnerships, research cooperation, distribution or other forms of operational presence.
The appropriate model depends on the business case. Relevant considerations include expected demand, product characteristics, customer requirements, regulatory exposure, intellectual property protection, investment capacity and the company’s willingness to manage a local operation.
The objective is to choose the level of European presence that creates sustainable value—not to invest more than the business case justifies.

5. Where Should Chinese Companies Look? A Sector-Based Perspective
Europe’s industrial geography offers a variety of specialised ecosystems. Rather than relying exclusively on national rankings, companies should identify locations where relevant customers, suppliers, technologies and skills come together.
The following examples illustrate areas worth investigating. They are starting points for analysis, not universal recommendations or rankings of the best European locations.

Sector

Strategic considerations

Automotive and new energy vehicles

Automotive manufacturing networks, engineering capabilities, component suppliers and relationships with vehicle manufacturers.

Batteries and energy storage

Industrial supply chains, energy infrastructure, technical expertise, customer demand and applicable environmental requirements.

Renewable energy

Project developers, engineering firms, equipment suppliers, infrastructure and potential industrial partners.

Machinery and industrial automation

Specialised manufacturing clusters, systems integrators, technical distributors and industrial customers.

Semiconductors and electronics

Research capabilities, specialised suppliers, talent, infrastructure and the requirements of relevant value chains.

AI and digital technologies

Research institutions, enterprise customers, technology partners, data-related obligations and sector-specific regulation.

Medical technology and life sciences

Research and clinical ecosystems, distribution networks, applicable product requirements and partnerships with established institutions.

Agri-food and consumer goods

Textiles, fashion and accessories

Manufacturing capabilities, design expertise, sourcing networks, distribution and brand positioning.

Environmental and circular-economy technologies

Industrial customers, waste and resource-management systems, engineering partners and opportunities for technological cooperation.

The same sector can present very different opportunities depending on a company’s position in the value chain.
For this reason, sector analysis should be combined with company-specific assessment. The relevant question is not simply where an industry is present, but whether a particular location provides the capabilities, relationships and conditions needed to support the company’s intended role.

6. The Challenges That Can Determine Success or Failure
Europe offers substantial opportunities, but entering the market requires preparation. Several challenges deserve attention before a company commits significant resources.
Regulatory and compliance requirements. Companies must identify the rules applicable to their products, services and activities, including relevant technical, environmental, product-safety, data-protection and sector-specific obligations. Requirements should be assessed early rather than treated as a final administrative step.
Market fragmentation. A European strategy must account for differences in customer expectations, business practices, distribution systems and commercial relationships. A single approach may need to be adapted to different markets.
Geopolitical and strategic uncertainty. Trade policy, investment screening, economic-security considerations and changes in international relations can affect particular sectors and transactions. Their relevance should be evaluated according to the company’s activities and exposure, without assuming that all sectors face the same risks.
Talent and operating costs. Access to qualified employees, labour-market conditions, energy prices and other operating expenses can influence the viability of a project. These factors should be examined at the level of the proposed location and activity.
Cultural and organisational integration. Differences in communication, decision-making, management expectations and business practices can affect cooperation. Building effective relationships requires local understanding and clear governance arrangements.
Execution and reputation. An entry strategy can fail even when market demand exists. Unrealistic timelines, unsuitable partners, insufficient local resources or weak after-sales support can undermine performance and credibility.
These challenges do not make European expansion impractical.
They demonstrate why preparation, due diligence and a realistic assessment of resources are essential. Identifying risks early allows companies to compare alternatives, adjust their entry models and establish appropriate safeguards before committing to a long-term strategy.

7. From Market Entry to a Sustainable European Platform
For some Chinese companies, Europe may initially represent an export destination. For others, it may become a base for industrial cooperation, technology development, regional coordination or longer-term international expansion.
The distinction matters because a short-term sales strategy and a long-term operating platform require different decisions.
A company focused on initial sales may prioritise customer validation, distribution and limited financial exposure. A company seeking to integrate into European industrial value chains may need to develop stronger local relationships, technical capabilities and operational continuity.
Over time, the right approach may evolve. Initial commercial activity can provide information about customer demand, competitive conditions and potential partners. That experience can then inform decisions about whether to expand, localise selected activities or establish a more substantial presence.
A structured approach follows a sequence:
EU → Country → Region/City → Industrial Cluster → Entry Model → Localization → Expansion
Each stage narrows the analysis from broad strategic objectives to practical implementation. The sequence also helps avoid a common mistake: choosing a country or committing to a location before defining the business objective and understanding the capabilities required to achieve it.
European expansion should ultimately be treated as a strategic business decision, not simply a geographic extension of existing operations.
