Introduction:
In this second newsletter on the 5th Annual Meeting of the CNEUCN Scientific Committee and Business Partners, it will be covered in detail the technology-driven presentation by Akila (part of the Aden Group), the discussions it triggered, emerging opportunities and cooperation prospects, and the next steps for CNEUCN in 2026 and beyond. While Part I described high-level visions on urban renewal, sustainability, and network expansion, this Part II dives into concrete innovations: digital-twin platforms, AI-enabled building operations, decarbonization through data — showing how technological transformation is becoming a key pillar of CNEUCN’s strategic agenda.

Spotlight Presentation: Akila – Digital Twin & AI for Building Decarbonization
Akila is the digital-solutions arm of the French Aden Group. The Aden Group operates across several business lines — from facility management (cleaning, security, catering) through Aden Service, to energy investments and industrial park development via Aden Energies and “Next Park.”
- Under “Next Park,” Aden invests in land acquisition and factory construction, then leases factories to clients — relieving companies from heavy upfront investment. In China, several such factory lease-back projects are already operational.
- Akila represents the “digital twin + AI + data” front — providing clients worldwide with cloud-native tools to manage, monitor, and decarbonize built environments. The team spans multiple geographies: about 150 people working across Shanghai, Hanoi, Singapore, Australia, USA, and Europe.
Mr. Zhu Wenhua (Deputy GM, Akila China) introduced Akila’s platform and its potential to revolutionize building management, sustainability, and ESG compliance.

Key Challenges in Built Environment & Why Digital Twins Are Needed
Mr. Zhu opened by highlighting a systemic problem: less than 10% of buildings worldwide have reliable operational data. This data scarcity severely limits:
- ability to benchmark or optimize energy consumption, HVAC performance, lighting, air quality;
- Carbon accounting and ESG reporting;
- retrofit planning based on actual usage or occupancy patterns;
- compliance with evolving regulations and standards on sustainability and environmental performance.
Traditional simulation tools — often fragmented, disconnected from actual operations, and too slow for real-time use — fail to address the increasingly dynamic demands of building management. For multinational companies, additional barriers arise: varying data-governance regimes, regulatory constraints on data transfer (especially CCTV and personal data), and lack of standardized interfaces across regions.
Akila’s mission, therefore, is to fill this “data blind spot” by building a unified real-estate data & AI platform capable of delivering operational insights, predictive control, and autonomous building management — globally, and within regulatory compliance.

因此,Akila 的使命是通过构建一个统一的房地产数据与 AI 平台,弥补行业长期存在的“数据盲区”,并在符合各地监管要求的前提下,为全球建筑资产提供运营洞察、预测性调控以及自主化管理能力。

Akila’s Digital Twin & AI Architecture
Akila’s platform is built on a modern, cloud-native, globally deployable architecture: using Microsoft Azure for regional data governance, and NVIDIA Omniverse for real-time, GPU-accelerated simulation and rendering. The platform offers:
- AI-driven diagnostics: detecting inefficiencies, carbon-hotspots, and system anomalies;Real-time simulation: modelling HVAC, lighting, airflow, human occupancy and flow, micro-climate, and energy use — enabling “what-if” analyses and performance forecasting;
- Conversational AI agents: allowing facility managers to query building data directly (e.g. “What is the current energy consumption of Building A? Where are the peak loads? Which zones are under-utilized?”) — replacing manual data collection and fragmented reporting;
- Portfolio-first management logic: allowing networked owners/operators to monitor hundreds or thousands of assets in parallel, benchmark performance, identify underperforming units, and prioritize retrofits or optimization efforts.
According to Akila, this architecture can yield 20–40% energy savings through algorithmic optimization of HVAC, lighting, and operational schedules — focusing on software and management intelligence rather than hardware replacement.

- 资产组合管理逻辑:支持大型资产持有者或运营方并行监测数百甚至数千个建筑,开展性能基准对比,识别表现欠佳的资产,并优先安排改造或优化工作。
Akila 表示,通过对 HVAC、照明及运营时序进行算法级优化,该平台架构可实现 20–40% 的能耗节省,重点依赖软件智能与管理优化,而非成本高昂的硬件替换。
Demonstration Cases — From Campus to Transit Hubs
To illustrate the platform’s scalability and versatility, Mr. Zhu presented two flagship reference projects:
- UM6P University (Morocco) — a campus-wide digital twin integrating CCTV-based occupancy modelling, environmental simulation, security analytics, and energy optimization.
- Monaco–Monte Carlo Station (managed by SNCF, France) — a high-density transit hub serving up to 50,000 passengers/day. Here, the digital twin supports passenger-flow prediction, ventilation and lighting simulations, emergency evacuation modelling, and energy-efficient environment control.
These case studies show Akila’s capacity to deliver high-fidelity, GPU-accelerated simulations at building and district (or campus / infrastructure) scale, making it a candidate platform for high-density, energy-intensive, or legacy-asset renewal projects.

Discussion Highlights — Feedback, Concerns, and Collaboration Interests
The presentation triggered a lively, multi-stakeholder discussion, reflecting diverse expectations and real-world constraints. Key points included:
- Technical praise & further development potential — Prof. Otthein Herzog, a leading AI researcher, described Akila’s architecture as “very impressive,” and suggested exploring deep neural network models to further accelerate simulation performance — potentially replacing full physical simulations with learned, fast-executing predictive models. He proposed deeper technical exchanges on AI-agent frameworks and modelling approaches.
- Data governance and regulatory questions — Ms. Emily Luo expressed concern over data compliance in China: will local authorities approve the necessary data collection, especially CCTV-based occupancy data? Similarly, Ms. Yifan Shen asked how cross-border data transfer would be managed for companies subject to both EU and Chinese privacy and data laws.
- Practical constraints and solutions — Akila clarified that for China-based clients, data and operations would run on Azure China (Beijing Region) to comply with national data-localization regulations. For European/global clients, data would remain within Azure EU/US/SEA depending on compliance needs. Cross-border data exchange — if required — would only involve anonymized, whitelisted data. CCTV-based analytics would use privacy-preserving models (e.g., masking personal identities while maintaining occupancy and flow analytics), addressing privacy concerns while enabling functional building intelligence.

- 现实约束与应对方案 —— Akila 澄清:面向中国本地客户,数据与平台运行将全部在 Azure 中国(北京区域) 部署,以满足国家数据本地化要求;面向欧洲及全球客户,数据将依据合规需求存储在 Azure EU/US/SEA 等区域。跨境数据交换如有必要,仅限匿名化与白名单机制下的合规数据类型。同时,基于 CCTV 的分析将采用隐私保护模型(如遮蔽个体特征但保留占用量与流动模式分析能力),在保障隐私的前提下实现建筑智能化运营。

The open-session at the end of the meeting provided a forum to align strategic directions and plan key upcoming initiatives:
- A dedicated panel at the upcoming conference China Goes Global Conference — scheduled at the South China University of Technology (Guangzhou) in September 2026 — to highlight CNEUCN’s cross-sectoral expertise and present urban-renewal case studies;
- Development of an Oriental Senter Innovative Technologies & Materials Showroom — envisaged as a physical hub where CNEUCN partners can connect, demonstrate technologies, share best practices, and explore joint sustainable-construction projects;
- Continued emphasis on integrated solutions — blending academic research, industrial capacity, design, technology, materials supply, consultancy, finance — to realize sustainable, decarbonized, resilient urban development.
- Push for Integrated, End-to-End Solutions — the consensus emerging from the meeting is clear: the future of sustainable urbanization lies not in siloed technologies, but in holistic, integrated packages — spanning design, materials, technology, digital management, energy systems, mobility solutions, waste and water management, financing, compliance. CNEUCN’s strength is precisely in offering such a comprehensive multi-disciplinary, cross-border network.
- For 2027: the next edition of the Europe China Green Building Forum (organized every two years) — with a more focused format: thematic sessions around urban renewal, industrial heritage reuse, smart buildings, digital twins, sustainable materials, circular construction, and integrated urban mobility;
As the world accelerates toward decarbonization, clean energy, and sustainable urbanization, CNEUCN aims to remain at the forefront — providing strategic insight, technical support, cross-regional cooperation, and practical partnership frameworks.
2026 年及未来规划
会议末尾的开放讨论环节为与会成员提供了统一战略方向、规划未来重点工作的机会,主要共识与行动点包括:

- 2027 年欧洲—中国绿色建筑论坛(每两年举办一届)—— 下一届论坛将采用更聚焦的结构,围绕城市更新、工业遗产再利用、智慧建筑、数字孪生、可持续材料、循环建造及综合城市交通等主题开展深度讨论。
随着全球加速迈向减碳、清洁能源与可持续城市化的新时代,CNEUCN 将继续保持前沿地位,为中欧合作提供战略洞察、技术支持、区域对接与可落地的合作机制。

Closing Remarks & Call to Action from the Secretary General
At the conclusion of the session, Secretary General Bagnasco reiterated the core value of information sharing and proactive engagement. As the global demand for decarbonization, ESG compliance, and sustainable infrastructure intensifies, CNEUCN stands at the frontier — uniquely positioned to connect Chinese and European partners across technology, design, finance, and governance.
“Let us harness today’s innovation — digital twins, AI, retrofit intelligence, and system integration — to build tomorrow’s sustainable, efficient, resilient, and human-centered built environments” Bagnasco said.
He expressed sincere gratitude to all attendees — particularly to Chairman Wang, G.M. Wu, the entire BOS team, and every participating partner — for their strong support, constructive input, and collective vision, which made the 5th Annual Meeting a success and laid solid groundwork for future action.
The meeting concluded with an offline networking dinner among the in-person participants — a valuable opportunity to deepen personal connections and further discuss the collaborations informally.
