国家发展改革委等部门发布《工业重点领域能效标杆水平和基准水平(2023年版)》

近日,国家发展改革委员会、工业和信息化部、生态环境部、市场监管总局和国家能源局联合发布了《工业重点领域能效标杆水平和基准水平(2023年版)》文件(暨《能效水平2023年版》),该文件在2021年发布的《高耗能行业重点领域能效标杆水平和基准水平》(暨《能效水平2021年版》)的基础上进行了拓展和提升,对炼油、乙烯等共计36个领域的能效设定了标杆和基准水平。该文件的发布,将进一步推动、加快全国工业重点领域的节能降碳改造进程,对实现长期的“双碳”目标,有着里程碑式的意义。

Recently, the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology (MIIT), the Ministry of Ecology and Environment (MOE), the State Administration of Market Regulation (SAMR) and the National Energy Administration (NEA) jointly released the “Benchmarking Levels for Energy Efficiency in Industry Key Areas (2023 Edition)”. 

The 2023 Edition, based on the 2021 edition (for high energy consuming industries), expanded and sets benchmarking levels for 36 fields. The release of this document will further promote and accelerate the carbon reduction process in key areas of the China’s industry and will be a milestone in realizing the long-term “dual carbon” goal.

与《能效水平2021年版》相比,《能效水平2023年版》在原来的25个重点领域的基础上,结合工业重点领域产品能耗、规模体量,技术现状和改造潜力,新增了11个领域,调整了4个领域的能效水平参考,扩大了工业重点领域节能降碳升级的范围。其中石化、化工行业重点领域高达19个,其涵盖领域的总能耗占全行业能耗的总量约80%以上,对于上述重点领域的改造,将有效改善全行业整体能耗表现水平。

Compared with the 2021 Edition, this year edition has added 11 new areas based on the original 25 key areas, and adjusted benchmark levels for 4 areas. Among them, there are as many as 19 key areas in chemical and petrochemical industries. The total energy consumption of the covered areas accounts for more than 80% of the total energy consumption of the whole industry. The transformation of the above key areas will effectively improve the overall performance of the whole industry in terms of energy consumption.

  • 卫生纸原纸 Toilet paper base paper
  • 纸巾原纸 Tissue paper base paper
  • 棉 Cotton
  • 化纤及混纺机织物 Chemical fiber and blended woven fabric
  • 针织物 Knitted fabric
  • 纱线 Yarn
  • 粘胶短纤维 Viscose staple fiber

《能效水平2023年版》还对不同效能水平项目,从改造标准和时间上提出了不同要求,为科学、有序、分类推进节能降碳工作提供了关键参考指标。文件指出,对于本次新增加的领域、效能低于基准水平的领域,原则上应在2026年底前完成技术改造或淘汰推出,其他领域则应在2025年底前完成技术改造。

The 2023 Edition also puts forward different requirements on transformation standards and time for projects, of different efficiency levels, providing key reference indicators of energy saving and carbon reduction processes. The document points out that for the newly added areas and those with efficiency below the benchmark level, technological transformation or rollout of the old tech should be completed by the end of 2026. While other areas should complete technological transformation by the end of 2025.

本次文件中的一个值得引起各相关企业注意的是其中对加强金融服务的表述。《能效水平2023年版》提出,推动金融机构在风险可控、商业可持续的前提下,向节能降碳改造省级项目提供高质量金融服务,落实节能专用装备、技术改造、资源综合利用等税收优惠政策。通过金融、税收优惠等多种手段,进一步缓解改造资金紧张等问题,加快企业节能降碳改造升级步伐,促进行业整体能效水平提升。这与在前不久刚刚结束的第十七届欧洽会上,由仲欧脱碳科技组织的主题研讨会《向碳中和转型 – 中欧企业的共同目标与贡献》上,来自联合国开发计划署驻华代表处研究与政策中心代表所提到的观点相符。

One of the key topics in this document that draws the attention of all relevant enterprises, is the statement on strengthening financial services. The 2023 Edition proposes to provide high-quality financial services to energy-saving and carbon-reducing renovation projects at the provincial level under the premise of risk-controllable and commercially sustainable, and to implement preferential tax policies for energy-saving special equipment, technological transformation, and comprehensive utilization of resources. Through financial, tax incentives and other methods to accelerate the pace of energy-saving transformation and carbon reduction process in order to raise the industry’s overall energy efficiency level. This is in line with the views mentioned by the representative of the Research and Policy Center of the United Nations Development Program in China at the recent conference organized by CNEUCN along the 17th EU – China Business & Technology Cooperation Fair.

但是,如何能够在降碳转型的道路上,找到合适的技术方案,制定合理的脱碳路线,仍是一个巨大的挑战。尽管《能效水平2023年版》强调了对金融服务的放开,但也要求加强对技术方案,转型方案的审查审批“严进宽出”。仲欧脱碳科技(CNEUCN)凭借其强大的人员储备,组建的科学委员会和专家顾问委员会,能够为中国企业提供来自欧洲企业在脱碳转型过程中的先进经验,并根据不同国家、地区的政策,为企业提供“量体裁衣”式的解决方案,帮助企业实现全面而可持续的脱碳解决方案。

However, it is still a great challenge to find the right technological solutions and develop a reasonable decarbonization roadmap for carbon-neutral transition. Although the 2023 Edition emphasizes the liberalization of financial services, it also calls for strengthening the review and approval of technology solutions and transformation programs. CNEUCN’s Scientific Committee and the Expert Advisory Board, can provide know-how drawn from European companies’ decarbonization path then advice from its key industries partners and even solution from other countries policies, helping Chinese enterprises to fully decarbonize.
