2月7日, 中国生态环境部印发《关于做好2023—2025年发电行业企业温室气体排放报告管理有关工作的通知》。通知指出：
On February 7th, the Ministry of Ecology and Environment of China issued a notice on doing a good job in the management of greenhouse gas emission reports for enterprises in the power generation industry from 2023 to 2025. The notice pointed out:
该通知明确了中国针对发电行业绿色低碳发展的重要任务：
1、各地应于每年12月31日前确定下一年度名录（2023年度名录需在2023年3月10日前确定），通过全国碳市场管理平台，向中国生态环境部报告，并通过管理平台向社会公开。
2、组织重点排放单位于每年3月31日前通过管理平台报送上一年度温室气体排放报告。
3、于每年6月30日前完成对重点排放单位上一年度温室气体排放报告的核查及管理平台填报工作。
4、启用全国碳市场管理平台，省级生态环境部门根据确定的名录，向管理平台申请开立重点排放单位账户,并将登录名及初始密码告知重点排放单位。
The notice clarified China’s important tasks for the green and low-carbon development of the power generation industry:
1. All localities should determine the list for the next year before December 31 each year (the list for 2023 must be determined before March 10, 2023), report to the Ministry of Ecology and Environment of China through the national carbon market management platform, and report to the society through the management platform public.
2. Organize key emission units to submit the previous year’s greenhouse gas emission report through the management platform before March 31 each year.
3. Before June 30 each year, complete the verification of the previous year’s greenhouse gas emission report of key emitters and the filling of the management platform.
4. To activate the national carbon market management platform, the provincial eco-environmental department shall apply to the management platform to open an account of a key emission unit according to the determined list, and inform the key emission unit of the login name and initial password.
