All Age Friendly and Integrated Community Inside People-Centered Smart Cities

Introduction:
The 2025 World Cities Day China Observance, held in Chongqing from October 28 to 29, marked another milestone in advancing the United Nations’ urban development agenda. Under the theme “People-Centered Smart Cities Towards the Future” the event was jointly hosted by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, UN-Habitat, and the Chongqing Municipal People’s Government.
Since its inception in Shanghai in 2014, World Cities Day has become a flagship platform for global dialogue on sustainable urbanization. The 2025 edition continued this mission by exploring how technology, inclusiveness, and governance modernization can collectively shape livable, resilient, and people-centered cities.
CNEUCN contributed, as a partner organization, to the forum “Construction of All-Age Friendly and Integrated Community” jointly organized by China Academy of Urban Planning & Design (CAUPD) – Western Branch – and Chongqing Urban Assessment and Sustainable Urban Renewal Research Center. CEO Massimo Bagnasco shared CNEUCN team vision by the “Family Village” concept – an integrated model linking healthcare, ecological design, and inter-generational living – illustrating practical EU-China collaboration toward inclusive and carbon-neutral communities.

2025年世界城市日中国主场活动于10月28日至29日在重庆成功举办，为推动联合国城市可持续发展议程再添新章。本届活动以“人民城市 智绘未来”为主题，由中华人民共和国住房和城乡建设部、联合国人居署及重庆市人民政府联合主办。
自2014年在上海首次举办以来，世界城市日已成为全球探讨可持续城市化的重要旗舰平台。2025年活动延续这一使命，聚焦科技赋能、包容发展与治理现代化如何协同塑造宜居、韧性、以人为核心的未来城市。
作为合作伙伴机构，仲欧脱碳科技有限公司（CNEUCN）参与了由中国城市规划设计研究院西部分院与重庆城市体检与可持续城市更新研究中心联合主办的“全龄友好与完整社区建设”论坛。首席执行官马晓利在会上分享了CNEUCN团队的“家庭村”理念——这一模式融合了康养服务、生态设计与跨代共居，展示了中欧在包容性与碳中和社区建设方面的务实合作成果。
Forum Overview & Context:
The seminar was one of the key series events within the World Cities Day Observance, aligned with the principles of the UN 2030 Agenda for Sustainable Development and the New Urban Agenda. It focused on promoting the construction of inclusive, safe, resilient, and sustainable human settlements — recognizing urban communities as the foundation for achieving these global goals.
Experts and delegates from government agencies, academia, international organizations and businesses attended the forum and specific sessions to exchange practical experiences, connecting China’s evolving urban governance practices with global insights. Discussions emphasized the importance of community-level planning, social inclusion, and smart technologies that improve well-being and accessibility for all residents.
Mr. Yuan Jiajun, Chongqing Communist Party Secretary of the city, attended the opening ceremony and delivered a speech, Ni Hong, Secretary of Party Committee and Minister of the Ministry of Housing and Urban-Rural Development, and Anachronisa Rothbach, United Nations Under-Secretary-General and Executive Director of UN-Habitat, delivered remarks together with several other Chinese and international distinguished guests.
In his speech, Party Secretary Yuan Jiajun, said that Chongqing will take this event as an opportunity to work with all parties to further implement the people’s urban concept and jointly explore a new paradigm of urban governance featuring holistic and intelligent governance. It will cultivate new drivers of dynamic urban development, create a new picture of high-quality living that is convenient and inclusive, enhance the beauty of green and low-carbon cities, and foster a new pattern of open and shared urban cooperation, so as to make greater contributions to deepening exchanges and cooperation among cities and promoting global sustainable development.
The event also featured five thematic forums: International Forum on Technologies for Green and Low-Carbon Buildings, 2025 UK–China Green Sustainable City Workshop, Forum on Urban Renewal and Green, Resilient, and Sustainable Development, Construction of All-Age Friendly and Integrated Community Seminar, and 2025 International Cooperation Forum on Urban and Industrial Transformation. These sessions fostered dialogue on low-carbon technologies, sustainable urban renewal, inclusive community design, and international collaboration, illustrating how global expertise is converging toward more resilient and people-centered urban development.

袁家军书记在讲话中表示，重庆将以此次活动为契机，与各方携手进一步落实“人民城市”理念，共同探索系统化、智慧化的城市治理新范式。重庆将培育城市发展的新动能，打造便捷包容的高品质生活新图景，塑造绿色低碳城市之美，并构建开放共享的城市合作新格局，为深化全球城市间交流合作、推动可持续发展作出更大贡献。
本届活动设立五大主题论坛：国际绿色低碳建筑技术论坛、2025中英绿色可持续城市研讨会、城市更新与绿色韧性可持续发展论坛、全龄友好与融合社区建设研讨会、以及2025城市与产业转型国际合作论坛。各场次围绕低碳技术、可持续更新、包容性社区设计及国际协作等议题展开深入探讨，充分展现了全球经验在构建以人为本、韧性城市进程中的交汇与融合。
Highlights:
Functioning as a platform that promotes Sino-European knowledge exchange and collaboration, the forum “Construction of All Age Friendly and Integrated Community” invited distinguished participants from both China and Europe to share their experience and recommendations.
Discussions throughout the event focus on several pressing issues in contemporary city-making:
- How to advance urban renewal and community revitalization in ways that are both equitable and people-focused.
- How green and low-carbon technologies can be effectively implemented in the built environment.
- How to design inclusive communities that respond to aging demographics and inter-generational needs.
- How international cooperation can accelerate urban and industrial transformation in the context of climate change.
The event’s exhibitions showcased milestones in national and local governance, while the onsite visits demonstrated how Chongqing’s “mountain-water advantage” is being transformed into a model of livability and green growth.

作为推动中欧知识交流与合作的重要平台，“全龄友好与融合社区建设”论坛邀请了来自中欧两地的多位专家与代表，分享在城市更新与社区建设领域的经验与建议。
论坛讨论围绕当代城市发展中的若干关键议题展开：
- 如何以公平、以人为本的方式推动城市更新与社区振兴；
- 如何在建筑与空间环境中有效应用绿色、低碳技术；
- 如何构建兼顾老龄化社会与跨代共居需求的包容性社区；
- 如何在气候变化背景下，通过国际合作加速城市与产业的绿色转型。
同期举办的成果展示回顾了国家与地方治理的阶段性成就，实地考察环节则展现了重庆如何将“山水优势”转化为宜居与绿色增长的典范。
Connecting Innovation and Inclusion
Mr. Massimo Bagnasco, CNEUCN CEO, shared insights on how sustainable design can support the creation of all-age-friendly communities, aligning with the forum’s central theme of inclusive urban living. He presented the “Family Village” model, developed with the contribution of several CNEUCN academic and business partners, as an innovative solution to the challenges of an aging society — a three-in-one framework that combines an ecological resort, an integrated healthcare center, and an active retirement community.
Bagnasco explained that the model’s vision extends beyond elderly care to create holistic environments where multiple generations can thrive together. It demonstrates how cities can harmonize social well-being, economic opportunity, and environmental responsibility through people-centered design.
He outlined three dimensions of the concept’s impact:
- Social– strengthening family cohesion through inter-generational living and improving health outcomes by integrating nature, wellness, and community activities;
- Economic– stimulating the real estate and healthcare sectors, opening new channels for responsible investment, and generating local fiscal growth;
- Household– providing residents of all ages with secure, comfortable, and sustainable living spaces that integrate healthcare, recreation, and lifestyle enhancement.
Bagnasco emphasized CNEUCN’s role as both catalyst and integrator—bringing together leading expertise to deliver carbon-neutral and socially responsive solutions. Through collaboration with Tongji University’s iSpace Lab, the organization has advanced standards for smart, adaptive living spaces tailored to China’s demographic evolution. Partnerships with Progetto CMR, Oriental Senter, and Medelhan ensure that architectural and interior designs achieve both aesthetic and energy efficiency excellence, while cooperation with CSCEC Taisei, Saint-Gobain, Siemens, ABB, Futura Sun, and Novonesis integrates advanced materials, prefabrication, and renewable technologies into scalable urban applications.
He concluded saying “The Family Village exemplifies how cross-border innovation can support China’s transition toward inclusive, low-carbon, and all-age-friendly communities—transforming demographic challenges into a driving force for sustainable and human-centered urban growth”.

马晓利强调，仲欧脱碳科技（CNEUCN）在推动包容与低碳城市实践中，既是创新催化者，也是整合推动者。机构与同济大学iSpace实验室合作，推动了适应中国人口结构变化的智慧居住空间标准建设；与意大利波捷特建筑设计公司（Progetto CMR）、东方讯腾（Oriental Senter）及Medelhan合作，在建筑与室内设计中实现了美学与能效的双重提升；并通过与中建大成、圣戈班（Saint-Gobain）、西门子（Siemens）、ABB、伏图拉（Futura Sun）及诺维信（Novonesis）等伙伴的协作，将先进材料、装配式建造与可再生能源技术融入可推广的城市应用场景。
他在总结中表示：“家庭村模式生动诠释了跨境创新如何助力中国向包容、低碳、全龄友好的社区转型——将人口结构挑战转化为推动可持续、以人为本城市发展的新动力。”
Conclusion
The World Cities Day China Main Event 2025 in Chongqing demonstrated how innovation, inclusiveness, and cooperation can converge to build truly people-centered and sustainable cities. Through keynote addresses, thematic forums, and field visits, participants reaffirmed the shared vision that technology and governance must serve human needs – creating environments that are livable, resilient, and inclusive for all generations.
The discussions highlighted a clear direction for the next phase of urban development: strengthening social cohesion, embedding low-carbon principles into community planning, and promoting international collaboration to scale up proven solutions.
For CNEUCN, the event reinforced its ongoing commitment to bridging European expertise and Chinese innovation in pursuit of carbon neutrality and social well-being.
