中国工程院提出八大战略、七条路径实现双碳战略

3月31日,在第六届创新与新兴产业发展国际会议上,中国工程院发布重大咨询项目《我国碳达峰碳中和战略及路径》成果。该重大咨询项目由40多位院士、300多位专家、数十家单位,重点围绕产业结构、能源、电力、工业、建筑、交通、碳移除等方面展开系统研究,旨在贯彻落实党中央、国务院关于实现碳达峰碳中和重大决策部署,为我国实现碳达峰碳中和提供战略及路径选择。

研究认为,实现碳达峰碳中和是推动我国经济社会高质量发展的必由之路,同时也面临诸多挑战。为进我国碳达峰碳中和工作,研究提出,应坚持八大战略:

On March 31, at the Sixth International Forum on Innovation and Emerging Industry Development, the Chinese Academy of Engineering released the results of the major consulting project “China’s carbon peak carbon neutralization strategy and path”. The major consulting project is composed of more than 40 academicians, more than 300 experts and dozens of units. It focuses on systematic research on industrial structure, energy, power, industry, construction, transportation and carbon removal. It aims to implement the decisions and arrangements of the CPC Central Committee and the State Council on achieving carbon peak and carbon neutrality and provide strategies and path choices.

The research shows that realizing carbon peak and carbon neutralization is the only way to promote the high-quality development of China’s economy and society, but it also faces many challenges.

In order to promote China’s carbon peak and carbon neutralization work, China should adhere on eight strategies as follow: 

  1. 节约优先战略,秉持节能是第一能源理念,不断提升全社会用能效率。
  2. 能源安全战略,做好化石能源兜底应急,妥善应对新能源供应不稳定,防范油气以及关键矿物对外依存风险。
  3. 非化石能源替代战略,在新能源安全可靠逐步替代传统能源的基础上,不断提高非化石能源比重。
  4. 再电气化战略,以电能替代和发展电制原料燃料为重点,大力提升重点部门电气化水平。
  5. 资源循环利用战略,加快传统产业升级改造和业务流程再造,实现资源多级循环利用。
  6. 固碳战略,坚持生态吸碳与人工用碳相结合,增强生态系统固碳能力,推进碳移除技术研发。
  7. 数字化战略,全面推动数字化降碳和碳管理,助力生产生活绿色变革。
  8. 国际合作战略,构建人类命运共同体的大国责任担当,更大力度深化国际合作。
  1. the energy conservation strategy: giving priority to conservation, adhering to the concept that energy conservation is the first energy, and constantly improving the energy efficiency of the whole society. 
  2. the energy security strategy: do a good job in the emergency response of fossil energy, properly respond to the instability of new energy supply, and prevent the risk of external dependence of oil and gas and key minerals. 
  3. the non-fossil energy substitution strategy: based on the safe and reliable replacement of traditional energy by new energy, will continue to increase the proportion of non-fossil energy. 
  4. the re-electrification strategy: focus on the substitution of electric energy and the development of electric raw materials and fuels, and vigorously improve the electrification level of key departments.
  5. the strategy of resource recycling: accelerate the upgrading and transformation of traditional industries, re-build the service process, and realize the multi-level recycling of raw materials. 
  6. the carbon fixation strategy, adhere to the combination of ecological carbon absorption and artificial carbon use, enhance the carbon fixation capacity of ecosystem, and promote the research and development of carbon removal technology. 
  7. the digital strategy, comprehensively promote digital carbon reduction and carbon management, and help the green transformation of production and life. 
  8. the strategy of international cooperation, the responsibility of a major country in building a community with a shared future for mankind, and greater efforts to deepen international cooperation.

在八大战略基础上,通过以下七条路径实现碳达峰碳中和:

  1. 提升经济发展质量和效益,以产业结构优化升级为重要手段实现经济发展与碳排放脱钩。
  2. 打造清洁低碳安全高效的能源体系是实现碳达峰碳中和的关键和基础。
  3. 加快构建以新能源为主体的新型电力系统,安全稳妥实现电力行业净零排放。
  4. 以电气化和深度脱碳技术为支撑,推动工业部门有序达峰和渐进中和。
  5. 通过高比例电气化实现交通工具低碳转型,推动交通部门实现碳达峰碳中和。
  6. 以突破绿色建筑关键技术为重点,实现建筑用电用热零碳排放。
  7. 运筹帷幄做好实现碳中和“最后一公里”的碳移除托底技术保障

On the basis of the eight strategies, we can achieve carbon peak and carbon neutralization through the following seven ways: 

  1. Improve the quality and efficiency of economic development and take the optimization and upgrading of industrial structure as an important means to separate the economic development from carbon emissions. 
  2. Building a clean, low-carbon, safe and efficient energy system is the key and foundation to achieve carbon peak and carbon neutralization. 
  3. Accelerate the construction of a new power system with new energy as the main body, and safely and steadily realize the net zero emission of the power industry. 
  4. With electrification and deep decarbonization technology as the support, promote the orderly peak and gradual neutralization of the industrial sector. 
  5. Realize the low-carbon transformation of transportation through high-proportion electrification and promote the transportation sector to achieve peak carbon and carbon neutrality.
  6. Focus on breaking through the key technologies of green buildings to realize zero carbon emission of building electricity and heat.
  7. Devise strategies to provide technical support for carbon removal to achieve carbon neutralization in the “last kilometer”.

为更好解决我国实现碳达峰碳中和过程中所面临的问题,咨询项目组专家进行综合研判,提出三个方面重大建议:

是保持战略定力,做好统筹协调,在保障经济社会有序运转和能源资源供应安全前提下,坚持全国一盘棋、梯次有序推动实现碳达峰碳中和。

是强化科技创新,为实现碳达峰碳中和提供强大动力,尤其是必须以关键技术的重大突破支撑实现碳中和。

是建立完善制度和政策体系,确保碳达峰碳中和任务措施落地。加快推动建立碳排放总量控制制度,加速构建减污降碳一体谋划、一体推进、一体考核的机制,不断完善能力支撑与监管体系建设。

In order to better solve the problems faced by China in the process of achieving carbon peak and carbon neutralization, the experts of the Consulting Project Team conducted comprehensive research and judgment and put forward three major suggestions: 

first, maintain strategic concentration, do a good job in overall planning and coordination, and adhere to the national activities. Promotion of carbon peak and carbon neutralization on the premise of ensuring the orderly operation of economy and society and the safety of energy and resources supply. 

Second, strengthen scientific and technological innovation to provide a strong driving force for achieving carbon peak and carbon neutralization. In particular, carbon neutralization must be supported by major breakthroughs in key technologies. 

Third, establish and improve the policy system to ensure the implementation of carbon peak and carbon neutralization tasks and measures. Accelerate the establishment of a total carbon emission control system, accelerate the construction of a mechanism for integrated planning, promotion and assessment of pollution and carbon reduction, and constantly improve the construction of capacity support and supervision system.
