– China: Advancing toward Market-based reforms
Traditionally, China’s energy market was dominated by state-owned grid monopolies, where users could only purchase electricity at fixed rates.
The liberalization process began focusing on separating power generation from grid operations and encouraging private and foreign investments in the energy sector. Key milestones include the establishment of power trading platforms and pilot projects for spot electricity markets in provinces like Guangdong and Zhejiang.
In 2002 the government initiated major reforms by breaking up the State Power Corporation into five generation companies (the “Big Five”) and two grid companies, China Southern Power Grid and State Grid Corporation of China. This marked the first step in separating electricity generation from grid operations to encourage competition.
A new wave of reforms was introduced, in 2015, with the issuance of the “Document No. 9” by the State Council, which aimed to further open up the power sector. This policy promoted market-based pricing for electricity, the establishment of trading platforms, and pilot programs for spot markets in select regions.
These reforms have laid the foundation for a more market-driven energy sector in China, although full liberalization is still a work in progress due to regulatory oversight, regional disparities, and energy security concerns.
More recently, China has been promoting renewable energy integration into its grid, leveraging market mechanisms such as green certificates and carbon trading schemes.
However, since 2019, market reforms have allowed commercial users (10kV and above) to directly participate in energy transactions. These changes have introduced flexibility and transparency:
• Users can sign contracts directly with power generators, bypassing intermediaries to reduce costs.
• Market-based pricing enables businesses to seize low-price opportunities and better manage energy expenses.
