On November 27th, China Europe Carbon Neutral (CNEUCN) organized the fourth annual plenary meeting of the Scientific Committee (ScC) and Experts’ Advisory Board (EAB) online. The ScC consists of a group of renowned scholars and representatives from institutions and stakeholder networks, while the EAB is a selected team of composed of corporate representatives from the CNEUCN industry partners.

In the opening remarks, Massimo Bagnasco, Secretary General of the Scientific Committee, reported on the main activities and achievements carried out this year. It includes: capacity building activities in cooperation with institutional Chinese entities and well-known organization, co-organization and participation to exhibitions, organization of business delegations to Europe and support to missions coming from Europe, advanced technology exchange and matchmaking activities, professional advisory and procurement service.
“Capacity building” will remain a key topic in CNEUCN activities to increase a comprehensive understanding of “carbon neutrality” target and its challenges. There will be conferences targeted to provide solution to cities and opportunities to industries, the specific topics of each local level conference will be tailor made according to the background, needs and opportunity of that specific city, as well as seminars on specific technical topics.
Subsequently, Professor Sigfried Wu, China Chairman of the Committee, expressed his appreciation for the activities done by CNEUCN along this year and his deep interest in participating and contributing. He shared then four key insights:
- China’s reforms and development are proceeding at a very fast pace, as the development of new energy and modern scientific technology is leading to innovation in urban space. There is a huge demand for the use of artificial intelligence for analysis.
- Europe is also experiencing change and innovation.
3. Both China and Europe need to learn from and communicate with each other more openly.
4. There is large demand from cities and districts about expertise and technology necessary to achieve carbon neutrality then more cooperation and concrete projects can be developed along next year.

4. 城市和地区对实现碳中和所需的专业知识和技术有大量需求，明年可以发展更多的合作和具体项目。
Professor Michele Bonino, Europe Chairman of the Committee, shared the further development of the Italy-China relationship in the fields of academic research and technology innovation. The recent mission to China of the Italian President and the ongoing China-Italy Science and Technology Week, where both sides can share research and find new cooperation programs to contribute to sustainable development and green transformation, gave a strong momentum to this exchange. He echoed the topics shared by Prof. Wu. Prof Bonino stressed that to tackle the huge challenges we are facing, we should also focus on the renovation of existing buildings, improving their performances, then regenerate portion of cities.
委员会欧洲主席Michele Bonino教授分享了意大利与中国在学术研究和技术创新领域的进一步发展。近日意大利总统对中国的访问以及正在进行的中意科技周，双方可以在这些活动中分享研究成果并寻找新的合作项目，以促进可持续发展和绿色转型，为这种交流提供了强大的动力。他呼应了吴教授分享的主题。Michele Bonino教授强调，为了应对我们面临的巨大挑战，我们还应该关注现有建筑的改造，提高它们的性能，然后对城市的部分区域进行再生。
Bagnasco then congratulated with the five new business partners who have joined CNEUCN in 2024: Eni, Merck, CSCEC Taisei, Medelhan, and Mediachrome and the representatives briefly introduces their companies.
- Eni – Ms. Teti Licursi: Eni has evolved into an integrated energy company, playing a key role in ensuring energy security and leading the energy transition. The key development projects in China for the next year include: used Cooked Oil (UCO) trade and biorefineries setting up; soil remediation across various provinces; develop the gas stations local network.
- Merck: a leading global science and technology company that operates across healthcare, life science, and performance materials sectors, known for its innovative and high-quality products and solutions.
- CSCEC Taisei – Ms. Apple Wang: CSCEC-TAISEI is a Sino-foreign joint venture by China State Construction Engineering Corporation and Taisei Corporation. It has been adhering to the enterprise spirit of “Quality, Cooperation, Integrity and Efficiency”. CSCEC-TAISEI specialize in construction of various industrial and housing projects, as well as interior decoration and M&E installation.
- Medelhan – Mr. Roberto Cuneo: It is a global network that connects architects and companies, streamlining the search for business partners and saving valuable time and resources. Medelhan can now also provide full procurement service (furniture, lighting, decoration materials, accessories) for interior decoration projects. One of the core advantages of the service is the ability to secure highly competitive pricing without compromising on quality, based on Factory-Direct Prices.
- Mediachrome – Mr. Matteo Deninno: Specializing in digital communication, it collaborates with international clients to deliver interactive digital solutions, multimedia content, and applications for marketing and communication operations. Mediachrome’s expertise encompasses digital identity projects, multimedia businesses and digital television.

The first presentation was done by Li Xiao Feng, Deputy Chief Engineer in China Institute of Building Standard Design and Research (CBS). He focused on the institute’s role in addressing climate change within the building sector through high standards and international collaboration. Founded in 1956 and now a state-owned enterprise, CBS is a leader in standard development, design consulting, and research innovation.
The presentation highlighted the building sector’s significant contribution to greenhouse gas emissions and the urgent need for mitigation actions, such as improving materials, energy performance, and promoting recycling. CBS is also working on climate resilience frameworks to address risks from extreme weather events, supported by ISO standards.
The speaker emphasized the importance of collaboration between China and Europe to expand case studies, finalize frameworks, and develop international standards to support sustainability and resilience in the sector. Mr. Li also provided two very specific topics for cooperation with CNEUCN partners.
During the discussion session, members also shared their hope to look at “green” facilities with a broader perspective, such as energy and ecosystems, emphasizing the importance of the historical and cultural aspects and expressing the willingness to cooperate in this area.
Dr. Guo Erfu, General Manager of Tianjin Eco-City Green Building Research Institute (GBRI), was the following speaker. GBRI was established in 2011 in Tianjin, with a mission to provide comprehensive low-carbon and green building solutions. It focuses on low-carbon urban planning, green building design, sustainable construction practices, and smart community operations. Supported by government initiatives and a partnership between public and private enterprises, the institute emphasizes the transition from traditional to refined, comprehensive management systems for sustainable construction.
Dr. Guo highlighted some key achievements reached by the Institute: 100% green-certified buildings across 26 million square meters, implementation of renewable energy technologies (such as solar, photovoltaic, and heat pump systems), and pioneering prefabricated, weather-resistant, intelligent construction solutions. GBRI also collaborated across multiple regions in China, delivering green consulting services for residential, commercial, and educational projects.
The presentation highlighted GBRI role in advancing low-carbon technologies, such as carbon footprint analysis, carbon trading, and asset management, aiming for zero-carbon cities. Integrating green building standards and carbon management into all stages of construction, from design to operation, showcasing its contributions to sustainability in urban development are key targets for GBRI.
Concluding his address, Dr. Guo remarked that the transitioning towards zero-carbon cities, integrating advanced green technologies and collaborative knowledge, open great opportunities for cooperation which GBRI wish to develop together with CNEUCN partners.

演讲强调了建筑部门对温室气体排放的重大贡献以及采取减缓行动的迫切需要，例如改进材料、提高能源性能和促进回收利用。CBS还在ISO标准的支持下，致力于气候韧性框架的工作，以应对极端天气事件的风险。
李晓峰强调了中国和欧洲之间合作的重要性，以扩大案例研究，完善框架，并发展国际标准，以支持该领域的可持续性与韧性。李先生还为与CNEUCN合作伙伴的合作提供了两个非常具体的议题。

郭而郛先生，天津生态城绿色建筑研究院（GBRI）的总经理，是下一位演讲者。GBRI成立于2011年，位于天津，其使命是提供全面的低碳和绿色建筑解决方案。它专注于低碳城市规划、绿色建筑设计、可持续建筑实践和智能社区运营。该研究院得到政府倡议和公私合作伙伴的支持，强调从传统到精细化、全面的可持续建筑管理系统的转变。
郭先生强调了研究院取得的一些关键成就：2600万平方米的建筑全部获得绿色认证，实施了可再生能源技术（如太阳能、光伏和热泵系统），以及开创性的预制、耐候、智能建筑解决方案。GBRI还与中国多个地区合作，为住宅、商业和教育项目提供绿色咨询服务。
演讲强调了GBRI在推进低碳技术方面的作用，如碳足迹分析、碳交易和资产管理，目标是实现零碳城市。将绿色建筑标准和碳管理整合到建筑的各个阶段，从设计到运营，展示其对城市发展可持续性的贡献是GBRI的关键目标。
