Scaling Hydrogen, Strengthening Resilience
From 26 to 30 October, Brussels became the meeting point for Europe’s hydrogen sector
The seventh edition of the European Hydrogen Week brought together policymakers, industry leaders, researchers, investors and technology providers to address one of the most important questions facing Europe’s energy and industrial transition: how can hydrogen move from political ambition and technological innovation to large-scale market deployment?
Co-organised by the European Commission, Hydrogen Europe and the Clean Hydrogen Partnership, in partnership with UNIDO, the event covered the entire hydrogen value chain through the High-Level Policy Conference, the B2B Forum, the Innovation Forum and the exhibition.
Under the theme “Scaling Hydrogen, Strengthening Resilience”, the discussions in Brussels reflected a clear evolution in Europe’s hydrogen debate. The challenge is no longer simply to demonstrate that hydrogen technologies can work. The priority is increasingly to create the market conditions needed to make projects investable and commercially sustainable.
Europe has built a strong policy framework, technological base and project pipeline. The next phase, however, will depend on its ability to translate these foundations into real demand, infrastructure, investment and industrial deployment.
Hydrogen as a Strategic Industrial Asset
One of the strongest messages emerging from the conference was the changing role of hydrogen in Europe’s broader policy agenda.
Hydrogen is no longer discussed only as a tool for reducing emissions. It is increasingly connected with energy security, industrial competitiveness and strategic resilience.
At the opening of the High-Level Policy Conference, European Commissioner for Energy and Housing Dan Jørgensen underlined the role that renewable and low-carbon hydrogen can play in making Europe’s energy system more secure and affordable.
This broader perspective is significant. Europe’s energy transition is taking place in a context of high energy costs, geopolitical uncertainty and growing international competition for clean technologies and industrial investment. In this environment, hydrogen is increasingly seen as part of a wider effort to build a more flexible, autonomous and resilient European energy and industrial system.
For policymakers, this means that hydrogen policy can no longer be considered in isolation from industrial and competitiveness policies. For businesses, it means that future opportunities may increasingly emerge where hydrogen can contribute simultaneously to decarbonisation, industrial competitiveness and energy resilience.
The Real Challenge: Creating Demand
Perhaps the most important practical message from European Hydrogen Week was the need to move from supply-side ambition towards real and predictable market demand.
Europe has invested significantly in hydrogen research, technology and production capacity. But large-scale projects cannot be developed on policy ambition alone.
Producers need customers willing to purchase clean hydrogen over the long term. Industrial users, meanwhile, need reliable supply at commercially sustainable conditions before committing to major investments.
This creates one of the sector’s central challenges: how to bridge the gap between supply and demand.
Hydrogen Europe concluded that the sector needs greater regulatory certainty, workable production rules and, crucially, stronger demand creation. The organisation also warned that weakening or revising existing targets could create further uncertainty at a moment when the industry needs stability and consistency.
The message for policymakers is therefore increasingly clear: the next stage of hydrogen policy will depend less on setting new ambitions and more on making existing ambitions credible, predictable and investable.
This will require:
• stable regulatory frameworks;
• effective implementation of existing European targets;
• policies capable of reducing the cost gap between clean hydrogen and conventional alternatives;
• stronger and more predictable demand signals, particularly in hard-to-abate sectors.
From targets to market signals
For the hydrogen sector, policy targets are important not only for environmental reasons. They also provide the long-term visibility needed to justify investment in production facilities, infrastructure and industrial applications.
The challenge for Europe will therefore be to ensure that policy implementation creates real market signals, rather than simply adding another layer of regulatory complexity.
• 稳定的监管框架;
• 欧洲现有各项目标的有效落地执行;
• 出台政策缩小清洁氢能与传统替代能源之间的成本差距;
From Innovation to Industrial Impact
The Innovation Forum, held alongside the High-Level Policy Conference, focused on another critical challenge: how to transform technological innovation into industrial and commercial impact.
Under the theme “From Innovation to Impact: Clean Hydrogen for Europe’s Competitiveness”, discussions addressed technology performance, cost competitiveness, start-ups and scale-ups, skills, Hydrogen Valleys and the connection between public and private funding.
The underlying message was straightforward: Europe’s technological strengths will only generate economic and industrial value if innovation can successfully move from research to demonstration, investment and market uptake.
For companies developing new hydrogen technologies, access to finance is only one part of the challenge. They also need:
• demonstration opportunities;
• industrial partnerships;
• first commercial customers;
• investment and financing;
• skilled people capable of developing and operating projects.
This highlights an important shift in the European approach. The objective is increasingly not simply to fund research projects, but to support the entire innovation journey, connecting research, project development, public support and private investment.
• 示范验证场景;
• 产业合作伙伴;
• 首批商业化客户;
• 各类投资与融资支持;
Hydrogen Valleys: From Demonstration to Deployment
One of the most practical examples of this integrated approach is the development of Hydrogen Valleys.
Rather than treating hydrogen production, infrastructure and end-use as separate projects, Hydrogen Valleys aim to connect them within integrated local or regional ecosystems.
This approach can help address one of the main barriers to investment: the risk created when different parts of the value chain develop at different speeds.
A hydrogen producer needs confidence that infrastructure and customers will be available. Industrial users need confidence that sufficient supply will exist. Infrastructure developers need confidence that both supply and demand will materialise.
Integrated ecosystems can help reduce these interdependencies.
The Clean Hydrogen Partnership is supporting this process through Project Development Assistance, including technical, financial and legal support aimed at helping projects move from concept towards implementation and investment readiness.
A lesson for business
For companies, the opportunity may increasingly lie not only in selling a specific technology or product, but in becoming part of integrated industrial ecosystems.
Technology suppliers, energy companies, infrastructure operators, industrial users, financial institutions, research organisations and regional authorities will all have a role to play in building commercially viable projects.
The companies best positioned to benefit may therefore be those capable of developing partnerships across the value chain.

Connecting Funding with Deployment
Another important theme in Brussels was the need to connect different funding mechanisms more effectively.
Hydrogen projects often move through several stages: research, demonstration, first commercial deployment, infrastructure development and market expansion. Each stage may require different forms of support and financing.
During the Innovation Forum, discussions explored how EU, national, regional and private funding can work together to support the full innovation journey.
The practical challenge is often not simply the availability of funding, but the ability to connect different instruments and reduce the financial risks associated with large-scale deployment.
The direction emerging from the conference suggests a stronger focus on investment readiness and project implementation.
For business, this means that technical innovation alone will not be sufficient. Successful projects will increasingly need to demonstrate:
• a clear business case;
• credible partners across the value chain;
• access to infrastructure;
• identified end-users or customers;
• a realistic pathway from public support to commercial sustainability.
• 清晰可行的商业方案;
• 产业链上可信的合作方;
• 基础设施接入条件;
• 已锁定的终端用户或客户;
From Individual Projects to Complete Value Chains
European Hydrogen Week also demonstrated the importance of looking beyond individual technologies.
A successful hydrogen economy depends on the development of complete and connected value chains, linking clean energy and electricity, hydrogen production, transport and storage, infrastructure, industrial and mobility applications, and ultimately long-term market demand.
The practical implication is significant. A highly efficient electrolyser, for example, cannot create a successful project without access to competitive electricity, infrastructure, customers and finance.
Similarly, industrial demand cannot grow at scale without reliable and affordable supply.
The transition from individual projects to integrated value chains will therefore become increasingly important.
Different regions may develop different combinations of domestic hydrogen production, imports and derivatives, industrial clusters, ports and logistics infrastructure, and regional or cross-border networks.
For businesses, understanding these industrial ecosystems will be as important as understanding hydrogen technology itself.
What Should Policymakers and Businesses Watch Next?
European Hydrogen Week did not suggest that the sector’s challenges have disappeared. The gap between long-term ambition and commercial reality remains significant, with costs, infrastructure, regulation and demand continuing to represent major barriers.
However, the discussions in Brussels pointed towards a clearer direction for the next phase of Europe’s hydrogen development.
1. Demand will become the critical market driver
Europe’s ability to scale hydrogen will increasingly depend on the development of credible and predictable demand. The focus will therefore move towards practical questions: who will buy clean hydrogen, at what cost, and under which long-term market conditions?
2. Policy stability will be as important as financial support
Financial support can help projects get started, but long-term investments also require confidence that the regulatory framework will remain sufficiently stable. For a sector characterized by long investment cycles, policy predictability is itself an economic asset.
3. Integration will become a competitive advantage
The most successful projects may not be those developing individual technologies in isolation, but those capable of connecting production, infrastructure, industrial demand and financing. This will create opportunities for new forms of industrial cooperation and cross-sector partnerships.
4. Innovation must increasingly demonstrate commercial impact
Europe remains a major centre for hydrogen research and innovation. The next challenge is to ensure that technological leadership translates into manufacturing capacity, competitive companies and commercially successful projects.
The focus is therefore shifting from innovation alone to innovation with a pathway to deployment.
From Brussels to the Market
European Hydrogen Week 2026 demonstrated that Europe is entering a more practical phase of its hydrogen transition.
The fundamental question is increasingly not whether hydrogen has a role to play in Europe’s energy and industrial future. The question is how Europe can build the market conditions needed to make that role commercially sustainable and scalable.
This will require more than technological progress. It will require coordinated action on:
Policy → Demand → Investment → Infrastructure → Industrial Deployment
For businesses, this creates both challenges and opportunities. As the hydrogen sector moves beyond pilot projects, companies will increasingly be evaluated not only on the quality of their technology, but also on their ability to participate in bankable projects, integrated value chains and sustainable markets.
The key message from Brussels is clear:
Scaling hydrogen will require scaling more than production capacity. Europe must also scale the policies, partnerships, infrastructure and markets that make hydrogen investment possible.
The next phase of the hydrogen transition will be decided not only in laboratories or conference rooms, but in the ability of policymakers and businesses to turn ambition into projects—and projects into a functioning market.
