The 31st Summer Universiade in Chengdu puts forward the goal of carbon neutrality
成都第31届世界大学生夏季运动会提出碳中和目标

成都第31届世界大学生夏季运动会(简称成都大运会)绿色低碳办赛新闻通气会22日在成都举行。成都市生态环境局总工程师杨斌平介绍，经初步核算，成都大运会将实现减少碳排放2.3万余吨。

On April 22nd the press briefing on the green and low-carbon competition of the 31st Summer Universiade in Chengdu (hereinafter referred to as the Chengdu Universiade) was held in Chengdu. During the briefing, Yang BinPing Chief Engineer of Chengdu Ecological Environment Bureau, introduced after preliminary accounting, that the Chengdu Universiade will reduce the carbon emissions by more than 23000 tons. 

近日成都印发了《成都大运会绿色低碳办赛行动方案》，明确了“源头减碳、过程评估、末端中和”的实施路径，并围绕“低碳能源、低碳场馆、低碳交通、低碳运营、低碳参与”五个方面，梳理形成34条重点任务。

Recently, Chengdu issued the 《Action plan for green and low-carbon competition of Chengdu Universiade》 which defines the implementation path of “carbon reduction at the source, process assessment and  carbon neutrality”, to sort out and shape the 34 key tasks around the five aspects of “low-carbon energy, low-carbon venues, low-carbon transportation, low-carbon operation and low-carbon participation”.

根据规划，预计成都大运会筹办、举办、赛后全过程碳排放总量约30万吨，将通过龙泉山城市森林公园提供的林业碳汇，以及成都环境集团等贡献“碳惠天府”机制碳减排量等方式进行抵消，推动实现赛事碳中和目标。

According to the plan, it is estimated that the total carbon emission in the whole process of preparation, holding and after the Chengdu Universiade will be about 300000 tons, which will be offset by the forestry carbon sink provided by Longquanshan Urban Forest Park and the carbon emission reduction of the “Carbon benefiting Tianfu” mechanism contributed by Chengdu Environment Group, to promote the realization of the goal of carbon neutrality of the event.

如何低碳建馆？成都秉持“能改的不建、能修的不换、能租的不买、能借的不租”，大运会49个赛事场馆仅13个为新建，新建场馆均达到绿色建筑二星级标准，超过70%场馆为既有建筑改造升级。其中成都凤凰山体育公园内设置光储照明路灯，可以实现二次节能，助力碳减排。成都新都香城体育中心建成雨水回收系统，留存的雨水经过回收系统处理，可以转换为场馆的绿化养护用水，全年可节水3000吨以上。

How build a low-carbon event? Chengdu will adhere to the principle of “do not build what can be changed, do not replace what can be repaired, do not buy what can be rented, and do not rent what can be borrowed”. Only 13 of the 49 venues of the Chengdu Universiade are newly built. All the newly built venues meet the two-star standard of green buildings, and more than 70% of the venues are reconstructed and upgraded from existing buildings. Among them, light storage streetlamps are set in Chengdu Fenghuangshan Sports Park, which can realize secondary energy conservation and help carbon emission reduction. Chengdu Xindu Xiangcheng Sports Center has built a rainwater recovery system. After being treated by the recovery system, the retained rainwater can be converted into water for greening and maintenance of venues, saving more than 3000 tons of water throughout the year.

在低碳能源方面，成都与中国国家电网四川省电力公司签订《服务“绿色大运”战略合作协议》，将充分依托四川甘孜、凉山等地清洁水电，助力成都大运会场馆常规电力消费综合实现100%“绿色电力”使用。在低碳交通方面，成都将力争赛事期间交通保障除专用车辆外100%实现新能源车，中心城区及各赛区绿色出行比例达到70%左右。

In terms of low-carbon energy, Chengdu has signed the strategic cooperation agreement on serving the “green Universiade” with Sichuan Electric Power Company of State Grid of China, which will fully rely on clean hydropower in Ganzi, Liangshan and other places in Sichuan to help the conventional power consumption of Chengdu Universiade venues comprehensively realize 100% use of “green power”. In terms of low-carbon transportation, Chengdu will strive to ensure that during the event, except for special vehicles, 100% of new energy vehicles will be realized, and the proportion of green travel in the central urban area and each competition area will reach about 70%.

目前成都大运村以“建改结合”方式全面融入成都大学，代表团公寓房间简化陈设，配备家庭装绿色环保洗化用品和低值易耗品，实现主要功能房间空调分时分段调控，赛后床具可重装为学生组合床构造，实现资源循环长期利用。

At present, Chengdu Universiade Village is fully integrated into Chengdu University in the way of “combination of construction and reform”. The delegation’s apartment rooms are simplified and equipped with environmentally friendly furniture, washing products and low value consumables, to specifically controls the usage of air conditioners for the main functional rooms. After the game, the bedding can be refitted into a student combined bed structure, realizing the long-term recycling of resources.
