Green-Tech R&D & Business Opportunities in China: Technology Cooperation & Innovation Pathways

Connecting European Green-Tech Companies and Innovative Start-ups with China’s Industrial Ecosystems

Introduction
China’s transition towards a more resource-efficient and lower-carbon economy is creating opportunities that go well beyond conventional market entry. Driven by its Dual Carbon Goals — carbon peaking before 2030 and carbon neutrality by 2060 — the country is accelerating investment in green technologies, industrial decarbonisation, energy efficiency and the transformation of traditional industries.
For European technology companies, this evolving landscape offers a combination of market opportunities, industrial applications and pathways for technology development and commercialisation. China’s large industrial base, sophisticated manufacturing capabilities and extensive supply chains can provide an environment where innovative technologies can be tested, adapted, integrated into industrial processes and potentially scaled at commercial level.
The opportunity is therefore not just limited to selling a technology in China. For selected solutions, China can also serve as an industrial and innovation platform, connecting European know-how with local R&D capabilities, manufacturing capacity, supply chains, industrial users and rapidly developing application scenarios. This can be particularly relevant for technologies addressing energy efficiency, resource recovery and the decarbonisation of energy-intensive industries.
At the same time, industrial demand is increasingly influenced by the need to optimise energy and resource consumption, reduce operating costs and respond to evolving environmental and market requirements. This is creating interest in specialised technologies that can deliver measurable improvements in industrial performance while supporting longer-term decarbonisation objectives.
CNEUCN operates as a bridge between European and Chinese technology, industrial and business ecosystems. Our approach combines long-standing knowledge of the Chinese market and industrial environment with a European perspective on technology, intellectual property, business standards and balanced cooperation.
This enables us to identify potential Chinese partners and opportunities for European companies, while helping them understand the local environment, assess potential partners and evaluate appropriate cooperation models. Depending on the specific project, support can range from the initial identification and assessment of an opportunity through to partnership development, technology cooperation, localisation and potential industrialisation.
Against this background, we would like to highlight two areas of potential interest for European green-tech companies, technology providers, research-driven SMEs and innovative start-ups.

1. Technology Sourcing & Industrial Cooperation with Chinese Companies
Chinese industrial companies are increasingly exploring advanced technologies that can improve energy efficiency, recover valuable resources from industrial waste streams and upgrade traditional production processes.
For European technology providers, this can create opportunities to engage directly with established industrial players and explore applications for specialised solutions within existing production environments.
Importantly, cooperation does not necessarily have to take the form of a conventional technology sale. Depending on the maturity, technological characteristics and strategic value of the solution, potential cooperation models may include:
• Project-based cooperation
• Technology licensing
• Joint R&D and technology development
• Potential establishment of a joint venture in China
• Technology localisation and industrialisation
1.1 Industrial Energy Efficiency

Particular interest currently exists in technologies capable of reducing energy consumption and recovering energy that would otherwise be lost, including:
• Coal-gas power generation
• Blast-air dehumidification
• Waste-heat power generation
• Industrial-park heating systems
• MVR energy-saving technologies
The primary target industries include steel, cement and chemicals — sectors where energy consumption is significant and where efficiency improvements can generate both immediate operational benefits and longer-term emissions reductions.
For technology providers, the potential value lies not only in the technology itself, but in its ability to be integrated into large-scale industrial applications and adapted to specific production environments.
1.2 Waste Utilisation and Resource Recovery
Another area of interest is the development of technologies capable of turning industrial waste streams into usable resources, reducing waste volumes and improving the overall efficiency of industrial production.
Current areas of interest include:
• Resource recovery from solid waste, including gasification slag
• Resource recovery from acidic titanium-dioxide wastewater
• Fly-ash-based building-material technologies with proven applications
The primary target industries include coal, petrochemical and fine-chemical sectors.
These opportunities may be particularly relevant for European companies with specialised and proven technologies that can be integrated into established Chinese industrial ecosystems, where local partners can provide production capacity, supply-chain capabilities and large-scale industrial application scenarios.
1.3 Other Advanced Industrial Technologies
The opportunity is not limited to the technologies specifically identified above.
Chinese industrial partners are also open to evaluating innovative solutions capable of delivering measurable improvements in energy efficiency, resource utilisation or industrial decarbonisation.
Technologies at different stages of development may be considered where there is a clear technological proposition and credible potential for industrial application, further development or localisation.

2. Innovation Development & Incubation in China
China’s opportunity for international technology companies extends beyond established industrial cooperation.
Over recent years, the country has developed an extensive network of national, provincial and municipal innovation platforms, technology parks and incubation programmes designed to attract and support advanced technologies and innovative companies.
For selected European companies and start-ups, these platforms can provide an alternative pathway into China — combining local support with access to established industrial ecosystems. Rather than simply introducing an existing product into the market, companies may be able to use these environments to develop, adapt, localise and commercialise their technologies in cooperation with Chinese partners.
This model can be particularly relevant for companies that have developed promising technologies but are looking for an appropriate industrial environment, development partner, manufacturing base or pathway towards commercialisation.
Potential participants may include:
• Innovative technologies currently under development
• Technology companies seeking industrialisation partners
• European start-ups and emerging technology companies
Relevant sectors include:
• New Energy
• Advanced Materials
• IoT and Digital Technologies
• High-end Equipment
• Agricultural Technology
• Food Technology
• Medical and Healthcare Technologies
Depending on the specific programme and location, qualified companies may potentially benefit from:
• Innovation grants and cash incentives
• Professional VC and industrial-partner matchmaking
• Incubation facilities and workspace
• Talent and recruitment incentives
• Access to industrial ecosystems and supply chains
• Industry exposure and business development support
• Assistance with local market entry and technology commercialisation
The potential advantage of these programmes is therefore broader than financial support alone. For the right technology, participation can provide access to local partners, industrial capabilities, supply chains, talent and real-world application scenarios — elements that can significantly shorten the path from technology development to industrial deployment.
The objective is not simply to introduce European technologies into a new market, but to identify the right conditions and partners for their further development, industrial application and long-term commercial cooperation.
